We provide full-service A/E design and support services across the entire lifecycle of our clients' facilities and assist our clients to reach their capital improvement goals.
Position Overview
The Project Manager (PM) will serve as the onsite lead supporting an $80M Facility Recapitalization program at the Birmingham VA Medical Center. This role provides comprehensive Project Management Support Services to the Government's Contracting Officer Representative (COR) throughout design and construction phases.
The PM represents the Owner (VA) in a professional advisory capacity and is responsible for schedule oversight, cost control, risk management, stakeholder coordination, documentation management, and proactive issue resolution. This is a non-personal services role and does not include inherently governmental functions.
Key Responsibilities
Pre-Design / Design Phase
- Lead planning, scheduling, and cost modeling efforts
- Develop and maintain the Project Management Plan including:
- Communication Plan
- Schedule Management Plan
- Quality Assurance Plan
- Risk Management Plan
- Conduct constructability and phasing reviews
- Facilitate and document project meetings
- Review A/E cost estimates and design submissions
- Support Value Engineering workshops and documentation
- Perform market analysis and budgeting assessments
- Manage comment consolidation and adjudication
Construction Phase
- Monitor construction financial data and budget tracking
- Review pay applications and change order documentation
- Analyze and maintain construction schedules
- Lead progress meetings and follow-up on Government actions
- Support testing, inspection, and commissioning activities
- Assist in claims analysis and dispute resolution
- Coordinate permitting requirements (air permits, SWPPP, NEPA, Section 106, etc.)
- Maintain project documentation, correspondence, and as-built records
- Provide bi-weekly Project Tracking Report updates

Qualifications
- Bachelor's degree in Engineering, Architecture, Construction Management, or related field (additional experience may be substituted)
- Minimum 5 years of experience managing federal healthcare or large-scale institutional construction projects
- Demonstrated experience supporting VA or federal facility projects preferred
- Experience in developing and controlling budgets and funding strategies.
- Experience in scheduling and coordination of project interactions among existing and newly occupied facilities.
- Ability to integrate competing and/or conflicting elements into the planning and execution processes so that project requirements flow smoothly.
- OSHA 30-hour certification (required within 60 days of NTP)
- Ability to obtain VA PIV card and badge and favorable NACI background check
- U.S. Citizenship required
Work Conditions
- 40 hours per week (majority during standard business hours; occasional nights)
- 90% normal business hours / 10% off-hours
- Onsite presence required
