Project Manager (IT / Utility Applications)
Role Summary
The Project Manager will lead the planning, execution, and successful delivery of a major information technology initiative for an Investor-Owned Utility client headquartered in Seattle, WA. This role is responsible for coordinating all activities across the full project lifecycle, ensuring delivery on scope, schedule, budget, quality, and compliance. Acting as the client s primary project representative, the Project Manager will work closely with internal business, IT, OT, cybersecurity, customer service stakeholders, and external vendors/system integrators to deliver a modern, customer-facing utility application platform.
Key Responsibilities
Coordinate and manage all activities for a major IT-related project, with direct responsibility for project completion.
Lead the planning, execution, monitoring, control, and closeout of the Electric Service Request Application and Distributed Energy Resource (DER) Interconnection Platform project.
Assemble, develop, and manage cross-functional project teams, including customer operations, IT, OT, cybersecurity, vendors, and system integrators.
Create and maintain comprehensive project plans, schedules, budgets, resource plans, and project management documentation.
Oversee scope, schedule, cost, quality, resources, communications, procurement, stakeholder engagement, and risk management.
Identify, document, and proactively manage project risks, issues, and change requests.
Lead RFP or approved procurement processes for identifying and selecting software/tools and system integrators; finalize contracts and statements of work.
Oversee development of current-state and future-state business processes, requirements, system design, configuration, integrations, and testing.
Manage system integrations with utility platforms including Work and Asset Management systems, GIS, and Customer Billing systems.
Ensure quality assurance through rigorous testing processes, including unit testing, performance testing, system integration testing (SIT), and user acceptance testing (UAT).
Manage cutover planning, execution, failover strategies, system availability, and operational readiness.
Oversee data conversion activities where legacy data migration is required.
Ensure adherence to PMO standards, utility standards, regulatory requirements, security, compliance, and documentation practices.
Prepare and deliver clear, accurate, and regular project status reports and presentations for stakeholders and leadership.
Maintain strong customer relationships and clearly communicate technical trade-offs to non-technical stakeholders.
Hold vendors and system integrators accountable for contractual deliverables and performance.
Perform leadership and administrative management duties for supervised staff, including recruitment, performance reviews, employee development, and supervision, where applicable.
Required Technical Skills
Project management across the full system development lifecycle for large, complex IT projects.
Experience delivering customer-facing application platforms within a utility environment.
Strong knowledge of client/server technologies and system integration.
Experience with commercial off-the-shelf (COTS) solutions and vendor-led implementations.
Application development and system development experience, including database programming and SQL-based web front-ends.
Familiarity with web-based application development using World Wide Web technologies.
Knowledge of statistics.
Proficiency with computerized project management tools such as Microsoft Project or similar.
Working knowledge of Microsoft Office Suite.
Strong analytical, evaluative, and problem-solving abilities.
Ability to read, write, interpret, and explain complex technical information clearly.
Preferred / Nice-to-Have Skills
Experience with modern customer-facing intake and workflow platforms such as Accela, PowerClerk, or GridUnity.
Qualifications & Experience
Bachelor s degree in Business, Information Technology, Computer Science, MIS, or a related field; additional years of experience may be considered in lieu of a degree.
7+ years of project management experience.
Demonstrated experience across at least three engagements managing:
Utility customer-facing application platforms
Electric service request or DER interconnection processes
Vendor-led system implementations or upgrades within a utility environment
Experience managing projects requiring multiple system integrations.
Ability to work independently with minimal supervision and effectively in a collaborative team environment.
Excellent written and verbal communication skills.
Strong attention to detail and excellent customer-facing skills.
Ability to maintain confidentiality and adhere to data protection guidelines.
U.S. Citizenship or Green Card required.
No security clearance required.
