Overview: 
T12 Technologies is seeking a highly skilled and experienced Project Manager  to support the Maryland State Department of Education (MSDE). This role supports large-scale, enterprise educational technology initiatives within MSDE, including statewide assessment, accountability, data collection, and public-facing reporting systems. The Project Manager will oversee projects that involve complex educational data, reporting requirements, and compliance with state and federal education accountability standards.
Key Responsibilities:
Duties & Program Oversight
  •        Oversee the implementation, operation, and ongoing maintenance of statewide educational data collection, assessment, accountability, and reporting systems, including public-facing reporting platforms.
  • Ensure project deliverables align with educational data governance, reporting accuracy, privacy requirements, and accountability timelines established by MSDE and applicable state and federal regulations.
  •          Implement and manage system test plans, including Quality Assurance testing and stakeholder user-acceptance testing.
  • Manage contracts and assigned vendors, including the Web Data Collection System and Maryland Report Card vendors.
  •          Ensure maintenance of data security and privacy for all assigned projects.
  • Coordinate production deployments with internal teams and vendors; ensure post-deployment validation.
  •          Respond to vulnerability scans with comprehensive remediation plans.
  • Serve as the primary contact for each vendor’s project management team and other State resources involved in the project(s).
  •          Manage and implement transition plans to ensure successful transitions between vendors.
  • Project Management
    Operate within standards, policies, and tools established within MSDE’s PMO.
  •          Translate generalized customer business goals and objectives into concrete strategy and tactical plans.
  • Complete and manage all project documentation activities and management plans for each project.
  •          Work on complex problems requiring in-depth evaluation of various factors to achieve best results.
  • Exercise judgment within broadly defined policies and practices to develop and implement methods and techniques.
  •          Work effectively with internal and external clients, third-party vendors, and Senior Management to accomplish project objectives.
  • Evaluate complex situations accurately and identify viable solutions that create successful outcomes.
  •          Develop and maintain lessons-learned inputs in the project repository for utilization on future projects.
  • Maintain current statements of work for all contractors; track and approve contractor invoices in a timely manner.
  •          Provide both verbal and written communications regarding project status, risks, issues, and make recommendations on project decisions to MSDE executive leadership.
  • Resolve project problems and conflicts; escalate issues as needed.
    Risk Management
  •          Develop a comprehensive Risk Management Plan at the project level as defined.
  • Proactively identify risks and opportunities of both business and technical plans; develop Risk Mitigation Strategies and Contingency Plans for all identified risks.
  •          Maintain the project-level issue and risk matrix log; provide a detailed plan for how each risk will be managed or eliminated.
  • Provide weekly status reports with major risk factors when mitigation approach impacts the project timeline, budget, or objectives.
  •          Coordinate the Risk Management Plan and Risk Mitigation Strategy across projects and manage execution within each project.
  • Resource & Budget Management
    Manage allocation of resources within the project(s) to meet work fluctuations and budget and time constraints.
  •          Implement established policies and controls to ensure successful management and reporting of all initiatives.
  • Review and approve expenditures, invoices, and procurement requests related to project activities.
  •          Works with Divisions to provide support and coordination to ensure successful management and reporting of all initiatives.
  • Qualifications
    Education
    Bachelor’s Degree from an accredited college or university in Engineering, Computer Science, Information Systems, Business Administration, or a related discipline.
  •          Master’s degree in a related field is preferred.
  • Experience
    Five (5) years of experience managing project life cycles, risk, resources, and schedules, including oversight of Internet and intranet software operation and support projects.
  •          Three (3) years of experience managing Internet projects for government agencies in a multi-tier environment.
  • Demonstrated success in managing personnel and leading projects to successful completion.
    Skills and Competencies:
  •          Strong leadership and team management skills.
  • Exceptional organizational and time-management abilities.
  •          Excellent verbal and written communication and interpersonal skills.
  • Proficient in project management tools (e.g., MS Project) and Microsoft Office Suite.
  •          Knowledge of relevant industry standards, IT security regulations, and government project oversight frameworks.
  • Ability to evaluate complex situations and identify viable, results-driven solutions.
    Preferred Qualifications
    ·       Current Project Management Institute (PMI) Certified Project Management Professional (PMP) certification or equivalent.
    ·       Experience supporting Maryland State agencies or similar public-sector IT environments.
    Working Conditions
  •          Hybrid work environment with occasional travel to client locations or project sites as required.
  • Ability to work extended hours during peak project phases or critical deadlines.
  •          Works under the supervision of Division leadership and the direction of the IT Director of Project Management.
