Job Description

Background The mission of the Florida Department of Law Enforcement (FDLE) is to "promote public safety and strengthen domestic security by providing services in partnership with local, state, and federal criminal justice agencies to prevent, investigate, and solve crime while protecting Florida's citizens and visitors. In 1982, the Florida Legislature appropriated funds for the establishment of the first state Missing Endangered Persons Information Clearinghouse (MEPIC) in the nation. The current system has added functionality over the years as required by legislation and to assist the FDLE members who use the system to issue alerts and streamline processes for faster communication about a missing person. The MEPIC system needs to be replaced with a database re-design and programming in newer technology with web screens that adhere to the current business needs rather than being constrained by the foundation of a 1983 system design. Newer technology in a re-designed MEPIC system can better assist in the recovery of missing persons. Description of Services & Deliverables FDLE requires the services of one Project Manager to work under the direction of FDLE's assigned supervisor to achieve the goals and objectives of the MEPIC Technology Upgrade Project as approved by a Legislative Budget Request (LBR). The Project Manager is expected to use their skills to manage a project team of two Business Analysts and eight Systems Analysts to deliver an upgraded MEPIC system meeting the LBR requirements within the LBR three-year timeframe. The person in this position: Is knowledgeable in all areas of system development understanding business processes to successfully lead and manage a team developing a new system. Stays abreast of current industry trends and emerging technologies to oversee the design of a new system to meet functional and nonfunctional requirements. Is responsible for clear communication and coordination between stakeholders and IT leadership to successfully resolve various issues and communicate project status. Responsibilities Project Manager responsibilities include, but are not limited to the following: Project Planning, Organization, Implementation Project Control Processes, Procedures, Change Control Risk Management Issue Management and tracking Deployment and Implementation Planning Quality Assurance and Quality Control (User Acceptance Test Planning) Leadership to the project team and others, both internal and external to FDLE Team Management and Assignment Tracking Monitoring contractor performance in producing quality deliverables on-time Communications Management, including team, stakeholders, and external entities Maintaining Project Schedules Serve as a single point of contact for reporting project status Provide detail and summary reporting of project status Requirements management while facilitating the gathering of the detailed requirements in Joint Application Development (JAD) sessions Make recommendations for executive action when required Ensure compliance with FDLE and FL Digital Services policies and procedures Ensure system design conforms to Rule 60-GG Coordinate effectively with FDLE Information Technology Services (ITS) staff required to support the project Effectively work with the Office of Statewide Investigative Systems (OSIS) Enforcement and Investigative Services (EIS) Leadership and MEPIC members throughout the software development life cycle to complete this project Deliverables FL Digital Services required deliverables Updated Risk and Complexity Assessments during project phases Bi-Weekly Project Status Reports Monthly Project Steering Committee Meetings and Status Updates Monthly OSIS Technology Oversight Committee Status Updates Documented Detailed Business and Technical Requirements Requirements Traceability Matrix (RTM) Documented Design Documents Documented Data Conversion Plan Documented and approved System Security Plan Documented and executed Test Plans Documented User Acceptance Criteria Defect Management Plan Documented Deployment and Implementation Plans Documented Training Plan Updated and current detailed bi-weekly Project Schedules Updated and current Project Workbook (updated bi-weekly) Identification of issues immediately with recommendations to mitigate Documented Issue Register Documented Communication Plan and execution of it as planned Documented Change Logs following the Change Management Plan Documented Action Items Register with follow-ups for timely completion Documented and current Decision Log during the project Documented Lessons Learned during each phase of the project Documented Project Close-out Report Monitoring and adherence to the Budget and Expenditures Report Implementation of effective test strategies Documented Test Summary Reports Project execution for a production implementation(s) of a redesigned MEPIC system meeting the requirements in the LBR (or approved Change Logs) within the LBR timeframe and to the correct technical specifications with limited defects carrying to the FDLE ITS MEPIC Maintenance Team after the LBR is finished Documented Operations & Maintenance Plan Knowledge transfer to the FDLE ITS MEPIC Maintenance Team Mandatory Skills and Experience Bachelor's Degree in Computer Science, Business Administration, or other related Information Technology (IT) fields Minimum of 7 years of work experience managing successful, large-scale IT projects Project Management Professional (PMP) certification Experience managing IT projects in the range of $2M to $10M Experience managing large system IT projects thru all phases of the software development lifecycle Experience managing IT teams with diverse assignments such as business analysts, database analysts, application architects, software developers, and hardware support Experience performing differing test methodologies in IT projects Extensive experience using Microsoft Project to develop and maintain detailed project schedules Experience in delivering projects in the agreed scope, schedule, and budget Excellent oral and written communication skills Strong collaboration skills with stakeholders Ability to facilitate JAD sessions Experience with determining system requirements from stakeholders Experience presenting project status updates to differing audiences for their understanding Ability to effectively lead a project team to meet project objectives Experience working in a multi-vendor project team Preferred Knowledge Skills and Abilities Government, Law Enforcement, or Public Safety IT projects Master's Degree in Computer Science, Business Administration, or other related IT fields or equivalent Project Management work experience Experience managing J2EE development projects Experience in data conversion projects
