Job Description

The Site Project Manager (PM) will administratively report to Fluor Project Director. On the client side, the position will work directly with and report daily to the client lead, the PCS Engineering Manager for Capital and Sustaining Projects, regarding assigned projects. The position will additionally interact with key stakeholders, managers and staff in course of their daily duties in development and execution of the assigned site projects.

The PM will be responsible to work with Operations, Equipment Engineers, Maintenance, Procurement, Contracts, Management or other stakeholders to properly define and develop project Scopes, guide the project through the various FEL phases and approvals of the Capital program, support schedule / planning efforts, identify and mitigate project Risks, identify and acquire required resources to develop or execute the scope. The role will provide coordination between the project and all stakeholders, track project activities and mitigate Risks to drive compliance with the target schedule and ultimately a successful completion. With Davenport being an operating facility, limiting down-time is critical. As a result, proper project development, detailed planning, risk mitigation, coordination and tracking are key elements of a successful outcome.

The PM will support necessary Fluor internal Planning, Tracking and Reporting requirements for the work being performed.

Key Duties:

  • Ensure Health, Safety and Environmental (HSE) is emphasized throughout all phases of the project
  • Develop a complete understanding of the Fluor prime contract and relevant subcontracts
  • Lead the FEL processes (FEL 1 thru 3) through Execution / Construction
  • Interface with all levels of Client and Contractor staff
  • Coordinates with Site Operations and Contractors to gain buy-in and effectively accomplish work in an operational facility
  • Recommends a fit-for-purpose approach for specific projects that are compliant with the FEL & Client's Capital Program
  • Be a clear and confident communicator
  • Collaborate in the preparation of the project in accordance with the Fluor contractual obligations
  • Verify with the Project Director (PD) that project requirements for Baseline Centric Execution, safety, quality, cost, and productivity are met in all locations managed by Fluor where work is being performed
  • Other duties as assigned

Basic Job Requirements

  • Accredited four (4) year degree or global equivalent in applicable field of study and eight (8) years of work-related experience or a combination of education and directly related experience equal twelve (12) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
  • Job related technical knowledge necessary to complete the job
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
  • Ability to attend to detail and work in a time-conscious and time-effective manner

Other Job Requirements

  • Experience the Front End Loading (FEL) processes (FEL 1 thru 3), as well as FEL-4 Execution / Construction
  • Experience with Scope development, Design, Estimate development and project justification experience
  • Practical execution experience understanding Contracts and working with Contractors, Procurement processes for acquiring materials and proper logistics tracking, receiving, storage & preservation.
  • Experience coordinating between Site Operations and Contractors to gain buy-in and effectively accomplish work in an operational facility. Some Maintenance type background may be helpful for this.
  • Ability to implement/support the Capital Program (Stage Gate type approval process)
  • Practical experience to recommend a fit-for-purpose approach for specific projects that is compliant with the FEL & Client's Capital Program approach.
  • Must be able to communicate with clarity and confidence
  • Ability to interact with all levels of Client and Contractor staff.
  • Have the ability to confidently work with and guide clients on Scope development, the FEL process, the FEL rationale, and the Client's Capital Program (Operations, Engineers, up to Site Management)
  • Have the ability to confidently work with and guide clients and Contractors on Execution processes, issues, risks and mitigations, for a favorable outcome.
  • Understand Discipline roles and basic FEL needs (for requesting support)
  • Must be action oriented (how do we move this forward / get this done) with a "Can do" mindset

Preferred Qualifications

  • Rolling Mill experience (Aluminum or Steel)
  • Mechanical background
  • Experience with Sustaining / Maintenance type projects at an operating facility
