Job Description

The Project Specialist will provide estimating support for Transmission Engineering. The Project Specialist will provide expertise to develop multi-discipline estimates which include electrical, mechanical and civil disciplines while incorporating system outages, schedules, construction/trade sequencing and means/methods. He/She will be responsible for properly applying escalation and contingency to cost estimates based on established company guidelines and industry best practices. The Project Specialist will ensure the proper application of company overheads including current rates. He/She will provide expertise to develop complex, multidiscipline conceptual cost estimates based on preliminary work scopes, drawings, and sketches, while relying on personal experience and historical data to fill in missing information. The Project Specialist will apply utility economics to prepare authorization, and appropriation estimates for capital projects. He/She will contribute to the development of project work scopes during the estimate preparation to ensure project constructability and lower costs. The Project Specialist will meet with working groups including engineering disciplines, construction, and the user organizations to ensure all aspects of the project have been incorporated in the estimate and to evaluate alternative designs while contributing to the optimum design selection. He/She will also be required to reference company historical cost data / project CWEs, research industry unit costs, perform cost comparison analysis and provide recommendations for continuous improvement. The Project Specialist will utilize company estimating computer applications and train company/contractor personnel.

Required Education/Experience

  • High School Diploma/GED and 8 years' experience in Engineering, Maintenance, or Operations (Substations, Gas, Steam, Electric, etc) or
  • Associate's Degree in a related discipline (Engineering, Math and Sciences, Computer Science, Business Administration, etc) and 8 years experience in Engineering, Maintenance, or Operations (Substations, Gas, Steam, Electric, etc) or
  • Bachelor's Degree in a related discipline (Engineering, Math and Sciences, Computer Science, Business Administration, etc) and 5 years experience in Engineering, Maintenance, or Operations (Substations, Gas, Steam, Electric, etc) or
  • Master's Degree in a related discipline (Engineering, Math and Sciences, Computer Science, Business Administration, etc) and 4 years experience in Engineering, Maintenance, or Operations (Substations, Gas, Steam, Electric, etc).

Relevant Work Experience

  • Required experience includes knowledge and work experience/training in the functional area(s) of expected performance and can be in, but not limited to, the following areas: Power utility or heavy industrial experience in at least one discipline (e.g. electrical, civil, mechanical, etc.) with knowledge of other disciplines. Transmission, distribution, or generation engineering/design, generation construction experience, required.
  • Experience with estimating databases, catalogs and industry estimating standards, required.
  • Extensive knowledge of computer applications such as MS Office (Excel, Word, etc.) required.
  • Experience in developing electrical, mechanical and/or civil cost estimates for construction projects at substations and transmission projects and/or familiarity with engineering, design and construction of substations and transmission facilities, preferred.

Additional Physical Demands

  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
  • Must be willing and able to travel throughout the Company service territory as needed.
  • Must be willing and able to wear PPE as required.
  • Must be willing and able to respond to system emergencies 24/7 as required by system conditions.
  • Must be willing and able to work in all weather conditions.

  • Ensure that environmental, health and safety work practices are followed and the environment is fully protectedd in accordance with Company policy and governmental regulations.

  • Prepares multi-discipline cost estimates for Transmission Engineering which incorporates outage and schedule requirements.
  • Identifies, recommends, and implements methods of productivity improvements and cost reductions.
  • Develops procedures and guidelines for Central Engineering (CENG) and Transmission Engineering.
  • Interfaces with operating organizations, construction and CENG disciplines to ensure that all aspects of the project have been incorporated in the estimate.
  • Assist, coaches, and trains in the principles, guidelines, procedures, and processes of estimating.
  • Evaluate estimating results, recommends follow-ups, and coordinates to implement necessary changes/updates.
  • Act in the capacity of Section Manager during his Managers absence.
