About the Opportunity:

The Tax Division within Washington County's Department of Assessment and Taxation (A&T) is currently seeking a Management Analyst I to join our team!

The Opportunity

The Department of Assessment & Taxation (A&T) Collections unit bills more than 200,000 property accounts and collects more than $1billion in revenue each year. Revenues are distributed to cities, schools, and other taxing districts within the County. The Management Analyst I (MAI) position provides entry-level management and performs a variety of property tax duties at varying levels of complexity in a fast-paced customer service environment that requires frequent contact with customers by phone, email, and in person at a lobby counter.

The Team

  • 1 Property Tax Supervisor
  • 1 Management Analyst I
  • 2 Senior Accounting Assistants
  • 1 Personal Property Tax Collector
  • 4 Accounting Assistant II's

Primary Duties:

Leadership & Oversight

  • Serve as escalation point and lead the tax unit in supervisor's absence.
  • Mentor and coach senior staff; maintain process documentation and continuity plans.
  • Support interpretation and application of tax laws and policies.

Tax Statement Management

  • Oversee annual production of ~220,000 tax statements (electronic and print).
  • Ensure compliance with statutory requirements and deadlines.
  • Manage tracking and quality assurance to prevent errors.

Mailing & Logistics

  • Plan and coordinate mailing campaigns, including envelopes, inserts, and USPS compliance.
  • Collaborate with stakeholders and state printers for updates and quality control.

Collections & Enforcement

  • Lead delinquent personal property tax collections, including investigations, garnishments, and asset seizures.
  • Coordinate auctions and cancellations; train staff on collection processes.

Financial Adjustments

  • Manage Potential Refund Credits (PRCs) during appeals; coordinate with Finance and prepare statutory reports.
  • Adjust tax distribution schedules for Urban Renewal plan expirations.

Minimum Qualifications

Education and Experience:

  • Bachelor's Degree in public or business administration, finance, economics, statistics, accounting or a related field that provides the required knowledge, skills and abilities; OR
  • Associate's Degree in public or business administration, finance, economics, statistics, accounting or a related field that provides the required knowledge, skills and abilities; AND two (2) years of responsible professional work experience in administrative, operations, budgetary, financial, or similar analysis; OR
  • Four (4) years of responsible work experience in administrative, operations, budgetary, and similar analyses.
