JOB SUMMARY:

A staff psychiatrist serves as a practicing specialist under the clinical supervision of a Senior Psychiatrist and administrative supervision of a Program Director. Psychiatrists conduct comprehensive diagnostic psychiatric evaluations, prescribe medication and other treatment interventions, monitor medication side effects, participate in

the interdisciplinary treatment team process and provide a range of psychiatric services in the treatment and rehabilitation of an assigned group of clients or residents. Psychiatrists at ICL service in a variety of treatment setting: Mobile treatment teams, outpatient mental health clinics, transitional housing, and specialty care programs.

ESSENTIAL JOB FUNCTIONS:

• Perform comprehensive, diagnostic psychiatric evaluations
• Evaluates clinical data pertaining to client's medical status
• Supervises or conducts chart reviews to ensure compliance with coding and documentation guidelines and governmental regulations
• Adheres to regulations regarding billing documentation
• Reviews and follows up on treatments ordered by other clinicians
• Participates in the development of the individual plan of service for each client, with special attention to psychiatric and medical aspects of the plan
• Reviews, approves and signs treatment plans of assigned clients
• Documents client's progress in progress notes as directed by program policy
• Explains medication effects and side-effects to clients, family, and / or guardians
• Obtains or reviews client's and/or guardian's signature on applicable consent to treatment forms
• Prescribes psychiatric medications
• Performs individual and group psychotherapy according to the treatment plans
• Performs family evaluation and therapy, individually or jointly with other members of the treatment team in accordance with the treatment plan.
• Performs crisis intervention as necessary
• Consults with and advises clinical staff; provides review and education resulting from quality assurance chart audits
• Participates in peer review process and in quality management activities
• Submits service activity logs, weekly and monthly schedule, time records etc. to Program Director
• Participates in or conducts case conference
• participates in agency staff development and in-service education programs
• Supervises the direct care activities of nursing, nurse practitioner and other staff assigned to this group.
• Develops and implements training programs for staff.
• Other job-related duties as needed

ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES:

Ability to read, analyze, and interpret professional journals, regulatory and auditing agency regulations and

standards

• Ability to write clinical notes in compliance with all applicable standards and regulations
• Basic computer skills including fluency in electronic medical record applications
• Ability to communicate effectively with team members, other providers, community members, clients and their

families

• Ability to effectively respond to and manage psychiatric emergency situations
• Knowledge of the agency's policies and procedures
• Knowledge of cultural, ethnic, and linguistic needs of clients relating to cultural competence.

COMPLEXITY

Psychiatrists apply a complex body of medical knowledge in the performance of their duties. This knowledge is continuously expanding and changing in response to research, development of new treatment techniques and psychoactive medications, and greater understanding of psychiatric and developmental disorders, treatments, and

health care management. Psychiatrists must maintain high levels of current knowledge about new developments in psychiatry. Further, they must apply this knowledge while managing people who may have limited or no understanding of psychiatric and developmental disorders or are not responsive to treatment for reasons other than their condition and the appropriateness of the treatment. Psychiatrists are regarded as experts in the field of psychiatry by persons in their care, an individual's caregivers, other direct care staff, treatment team members, and other medical staff. They provide expert psychiatric advice about patient conditions and treatments, while considering a wide variety of factors that impact the general well-being of those individuals under their care.

COMMUNICATION:

Good communication and listening skills are critical for the performance of duties and effectiveness of treatment prescribed and conducted by Psychiatrists. Psychiatrists have frequent oral communications with patients to conduct psychiatric evaluations and individual and group therapy; additionally, they must be able to observe and comprehend non-verbal communications to understand and evaluate patient conditions and responses to treatment.

Psychiatrists have frequent oral communication with caregivers, patients and their families, treatment team members, and other medical, nursing, and support staff to elicit and clarify information, answer questions, explain conditions and treatment methods, coordinate treatment, give orders for patient care, and provide advice. They must explain complex information so that it is easily understood and comprehended by patients and caregivers, who generally have limited or no understanding of medical science and the field of psychiatry. Psychiatrists have frequent written communications to prepare psychiatric evaluations, record information about patients and their response to treatment, prescribe medications, and maintain patient records. In addition, written communications include reports about the treatment programs of the program, presentations of papers about research and treatment, explanations of new developments in psychiatric care and treatment, and dissemination of procedural,

policy, and other information affecting unit and facility operations. Psychiatrists are legally responsible for the accuracy of psychiatric information that they convey.

SUPERVISION EXERCISED:

Psychiatrists supervise staff by prescribing treatments, providing orders to implement and revise treatment programs, supervising the administration of treatment, answering questions and advising staff about patient care and treatment.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

ADULT PROGRAMS

Board Eligible:

• Unrestricted license to practice medicine in New York State and completion of a post-graduate residency training program in General Psychiatry approved by the American Board of Psychiatry and Neurology for entrance into their examination, and
• Eligibility for full and unconditional participation in the Medicaid and Medicare programs.
• Possession of current Controlled Substances Registration certificate from the US Drug Enforcement Administration.

CHILD AND FAMILY PROGRAMS

Board Eligible

• License to practice medicine in New York State and completion of a post-graduate fellowship training program in Child & Adolescent Psychiatry approved by the American Board of Psychiatry and Neurology for entrance into their examination, and
• Eligibility for full and unconditional participation in the Medicaid and Medicare programs.
• Possession of current Controlled Substances Registration certificate from the United States Drug Enforcement

Administration.

Board Certified:

• License to practice medicine in New York State and
• Certification in General Psychiatry or Child & Adolescent Psychiatry by the American Board of Psychiatry and Neurology or by a foreign board clearly equivalent and
• Eligibility for full and unconditional participation in the Medicaid and Medicare programs.
• Possession of current Controlled Substances Registration certificate from the US Drug Enforcement Administration.

FOR ALL POSITIONS: Continued employment is based on the ability to maintain professional licensure, registration and participation in the Medicaid and Medicare programs.

PREFERRED EDUCATION AND/OR EXPERIENCE:

Experience providing services to target age groups, working as part of a multi-disciplinary treatment team in an outpatient setting.
