REPORTS TO: Director of Public Health
SUPERVISORY WORK: Supervises
SALARY: $63,585.60 per year
HOURS: Monday through Thursday, 40-hour work week with the ability to work an after-hours schedule as needed.
SUMMARY
Under the general supervision of the Assistant Director and as part of the leadership of Amarillo Public Health, this position performs public health management activities for the Amarillo Area Public Health District STD/HIV Program.
This position is supported by grant funding. Employment is contingent upon the availability and continuation of grant funds and may be subject to modification or termination based on funding status.
ESSENTIAL RESPONSIBILITIES
- Manages program staff and assures grant deliverables are met.
- Manages grant budgets.
- Maintains patient confidentiality.
- Assures program data entry of reports into local, State and National databases are done timely and accurately.
- Provides data for quarterly and annual statistics reports and assists with the Community Health Assessment.
- Represents Amarillo Public Health at outreach events and on community committees.
- Develops effective relationships and networks of communication with local infection control practitioners (ICP), physicians, hospital administrators and others to promote teamwork and collaboration in the implementation of reporting and surveillance activities.
- Collaborate with partners and stakeholders in the community, as needed.
- Reports data analysis to stakeholders timely.
- Performs STD/HIV Public Health follow-up in Potter and Randall counties. Conduct investigations of reportable positive sexually transmitted diseases with patient interviews and record searches.
- Provides case management services for clients.
- Documents in all appropriate electronic medical record systems.
- Completes and submits case reports according to State requirements.
- Communicates effectively and professionally.
- Monitors to ensure that STD/HIV Partner Service performance measures are being met monthly and apprises management of any discrepancies.
- Prepares and maintains data used for tracking and generating reports related to STDs.
- Evaluates staff performance and completes performance appraisals on each staff member.
- Ensures and maintains adequate staffing to perform required activities.
- Accounts for and manages the City property assigned to the department and participates in inventory.
- Participates in Public Health Emergency Preparedness and Response activities when needed which may require working after hours.
- Performs other job-related duties as assigned.
MINIMUM REQUIREMENTS
Requires a bachelor's degree and a minimum of two years' experience in a leadership role or medical field. Valid Texas Driver's License and reliable transportation with proof of current insurance are required.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of area of specialty, anatomy and physiology, medications and disease processes and ability to apply those concepts to patients.
- Knowledge of the Public Health ten essential functions.
- Knowledge of the HIPAA Privacy Act.
- Knowledge of the design and presentation of training programs.
- Willing to train in phlebotomy.
- Strong verbal and written communication skills.
- Skills to use a computer with Microsoft Office for data entry, word processing and accounting purposes.
- Skills to operate small office equipment, including a multi-function copy machine, fax machine and multi-line telephone systems.
- Ability to communicate effectively and respectfully about sexual health with diverse populations.
- Ability to work with a culturally diverse population.
- Ability to handle confidential information in an appropriate manner.
- Ability to travel out of town for training and seminars.
- Ability to work on an after-hours schedule as required.
- Ability to drive to off-site locations including patient homes and meetings within Potter and Randall counties.
- Ability to quickly change focus and priorities to address competing priorities, as necessary.
- Ability to establish and maintain effective working relationships with employees, other agencies and the public.
