SUMMARY

Serves as a collaborator and catalyst for transformative real estate and economic development projects within the City of Charlotte. This position evaluates, plans, and executes complex public private partnership initiatives from inception through completion. Supports executive leadership in negotiating infrastructure reimbursement agreements, coordinates cross-departmental efforts, and ensures projects advance the City’s goals for equitable and sustainable development. Provides a personalize level of service to development partners and internal stakeholders to help streamline processes, mitigate risk, and deliver impactful community outcome.

The Department is seeking a Public Private Partnership (P3) Coordinator to provide cross-departmental support to the City’s public private partnership and redevelopment initiatives.

Duties may include, but are not limited to the following: 

  • Identify and evaluate potential P3 projects for City participation

  • Evaluate merits and public benefit of potential P3 projects utilizing cost/benefit analysis, fiscal and/or economic impact analyses, and market assessments

  • Negotiate, develop, and monitor P3 project agreements associated with transformative development/redevelopment opportunities throughout the city

  • Monitor active P3 projects to ensure compliance and reporting standards are being met by all partners

  • Identify and resolve critical issues affecting the feasibility and success of various economic development policies and strategies associated with P3 initiatives

  • Coordinate with other City departments to identify and facilitate opportunities to leverage private investment through strategic public infrastructure investment

  • Analyze and translate complex economic development topics and technical data into an easily understood format for policy makers and the general public

  • Research and document best practices related to business trends, demographic profiles, land planning, and real estate development

  • Coordinate and assist with zoning and land use research, data analysis, investigation, and problem solving related to specific development sites

  • Prepare and deliver P3 program/project presentations to neighborhood, educational, civic, and professional organizations

  • Respond to requests for information from Council Members, business prospects, residents, and developers

  • Perform other duties as required at the discretion of the supervisor

Knowledge, Skills & Abilities

  • Exhibits strong organizational, administrative, and problem-solving skills, has the ability to communicate effectively, can handle multiple projects and is able to prioritize assignments

  • Knowledge and understanding of theories, principles, and practices related to economic development, land use, project financing, strategic planning, urban planning, and real estate development

  • Ability to analyze real estate development financial statements and pro formas, market studies, development plans, and bid documents

  • Demonstrated understanding of development incentive tools, such as tax increment

  • Exhibits effective verbal, written, and listening communication skills

  • Excellent interpersonal and relationship building skills

  • Establishes and maintains effective working relationships with all levels of City staff, applicants, representatives of agencies and community groups, the development community, media representatives, the public, and others encountered in the course of work

  • Proven ability to work as a team member and collaborate well with diverse partners and stakeholder groups

  • Robust affinity for innovation and curiosity

  • Works well independently and within a team environment

  • Strong influencing and promotional skills

  • Proficient with Excel, Word, and PowerPoint

  • Ability to conduct research, analyze data, and prepare and maintain reports

  • Thorough understanding of research methods and analysis techniques

Qualifications

  • High School Graduate or Equivalent and nine (9) years of related work experience OR

  •  2 Year College Degree and seven (7) years of related work experience OR

  •  Bachelor's Level Degree and five (5) year of related work experience OR

  •  Master's Level Degree and three (3) year of related work experience 

  • or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills, and abilities to successfully perform the essential job duties

CONDITIONS OF EMPLOYMENT

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
