Job Description

The Administration for Children's Services (Client) protects and promotes the safety and well-being of New York City's children and families by providing child welfare, juvenile justice, and early care and education services. The objective of the Prevention Division IT Solution initiative is to develop a more sophisticated and modern technology platform that can capture, monitor, and manage the complexities of the entire Client prevention service referral, case management, and performance reporting journey, including 1,100 monthly referrals and over 20,000 cases annually. This project will allow Client to rectify limitations to the current systems requiring referral activities to be documented and tracked manually in Excel spreadsheets, on physical paper, and managed in a legacy system over 20 years old. Additionally, this project will offer families, for the first time, pathways to contribute directly to their referral, offering their voice and choice and improving our efforts to ensure services are equitable and the best match for the family.

Onsite as per NYC Agency need, mostly will be 2 days a week especially when Project in implementation, UAT phases

Key Responsibilities

QA Strategy & Leadership

  • Define and implement QA strategy for Salesforce programs ( Service, Experience Cloud)
  • Establish standardized testing frameworks aligned with Public Sector agency SDLC and governance models
  • Lead QA planning, estimation, and resource management across project phases

Test Planning & Execution

  • Develop comprehensive test plans, including:
    • Functional testing
    • System Integration Testing (SIT)
    • User Acceptance Testing (UAT) support
    • Regression and end-to-end testing
  • Ensure validation of Salesforce configurations, customizations, and integrations

Integration & Data Validation

  • Oversee testing of integrations between Salesforce and:
    • Legacy systems
    • Third-party/vendor platforms, if any
  • Validate data migration, transformation, and reconciliation processes

Automation & Tools

  • Implement and manage test automation frameworks using tools such as:
    • Selenium, Provar, Copado QA, or similar
  • Drive automation adoption to improve regression coverage and delivery timelines

Compliance, Security & Governance

  • Ensure QA processes adhere to Agency needs
  • Validate role-based access, data privacy, and audit controls within Salesforce

Defect Management & Reporting

  • Lead defect tracking, triage, and resolution processes
  • Provide QA dashboards, metrics, and status reporting to stakeholders
  • Ensure traceability between requirements, test cases, and defects

Stakeholder Collaboration

  • Work closely with:
    • Project Managers, Business Analysts, and Developers
    • Agency stakeholders and System Integrator teams
  • Support UAT cycles and business validation activities

Required Qualifications

  • Bachelor's degree in Computer Science, Information Systems, or related field
  • 8+ years of QA experience, with 3+ years leading QA teams
  • Preferred experience in Salesforce testing (Service Cloud)
  • Hands-on experience in testing integrations and data migration
  • Preferred Experience working in public sector or regulated environments

Preferred Qualifications

  • Salesforce certifications (Administrator or Platform App Builder preferred)
  • QA certifications (ISTQB, CSTE, or equivalent)
  • Experience with test automation tools (Provar, Selenium, Copado QA)
  • Familiarity with CI/CD pipelines and DevOps practices

Work Environment & Expectations

  • Hybrid role
  • Onsite presence for key testing phases (SIT/UAT)
  • Participation in governance reviews, audits, and compliance checks
  • Coordination with multi-vendor teams under SI contracts
