Job Description

We are seeking an experienced QA/QC Program Manager to lead quality assurance and quality control operations supporting semiconductor facility construction, commissioning, and qualification projects. This role is responsible for developing and implementing comprehensive QA/QC programs, managing a team of inspectors, and ensuring all process mechanical installations meet rigorous industry and project-specific quality standards. The ideal candidate brings deep expertise in semiconductor utility systems, a collaborative leadership style, a safety mindset, and a commitment to building strong relationships with their team and project stakeholders.

Responsibilities:

QA/QC Program Development & Oversight

  • Develop, implement, and continuously improve project-specific QA/QC plans, policies, procedures, and inspection checklists aligned with owner specifications and industry standards.
  • Establish quality benchmarks, acceptance criteria, and performance metrics for all construction and commissioning activities.
  • Manage document control processes for quality records including inspection reports, non-conformance reports (NCRs), corrective action requests (CARs), and recorded issues.
  • Lead root cause analysis investigations and drive corrective and preventive action (CAPA) implementation.
  • Conduct regular program audits to verify compliance with project quality requirements and regulatory standards.

Team Leadership & People Development

  • Recruit, onboard, mentor, and manage a team of QA/QC inspectors across multiple project sites.
  • Establish clear expectations, provide regular performance feedback, and create professional development plans for each team member.
  • Foster a culture of accountability, continuous learning, continuous improvement and open communication within the QA/QC team.
  • Maintain consistent and meaningful contact with employees through regular one-on-ones, team meetings, and site visits.
  • Advocate for team resources, training, and career growth opportunities with senior leadership.

Process Mechanical Quality Assurance

  • Oversee QA/QC activities for process mechanical installations including piping, welding, pressure testing, and system integration.
  • Ensure compliance with applicable codes, standards, and specifications (ASME, SEMI, AWS, and project-specific requirements).
  • Review and approve Inspection and Test Plans (ITPs), project quality related specifications, welding procedure specifications (WPS), and procedure qualification records (PQR).

System Qualification & Commissioning Support

  • Provide quality oversight during qualification and commissioning of the following semiconductor facility systems:
  • Bulk Gas Systems — piping purity testing & qualification, compliance, and system certification.
  • Specialty (Spec) Gas Systems — piping purity testing & qualification, compliance, and system certification.
  • Process Waste Systems — chemical drain, exhaust, and waste treatment system verification.
  • Mechanical Piping — utility piping installation quality and testing.
  • Analytical Testing — development of associated quality programs, oversight of purity qualification testing.
  • Coordinate reviews of turnover documentation for system handoff.

Stakeholder Coordination & Communication

  • Serve as the primary quality point of contact for associated system owners.
  • Participate in project planning meetings, schedule reviews, and progress reporting to ensure quality milestones are tracked and met.
  • Build and maintain strong working relationships with all project stakeholders through proactive, transparent communication.
  • Any other duties or responsibilities that may be assigned to you in your role. 

Skills Required:

  • Minimum of 8–10 years of progressive QA/QC experience in semiconductor, pharmaceutical, or high-purity industrial construction environments.
  • Proven track record of developing and implementing QA/QC plans, policies, and procedures from program inception through project closeout.
  • Demonstrated experience managing, coaching, and developing a team of QA/QC inspectors across multiple concurrent projects or sites.
  • Strong working knowledge of process mechanical installations and associated quality specifications, codes, and standards.
  • Direct experience with qualification and commissioning of bulk gas, specialty gas, process waste, mechanical piping, Ultra Pure Water and analytical testing systems in semiconductor facilities.
  • Proficiency in quality management software, document control systems, and Microsoft Office Suite.

Preferred

  • Working knowledge of SEMI standards, ASME B31.3, and AWS D18.1/D18.2.
  • Experience with semiconductor facility construction for leading chip manufacturers (e.g., Intel, TSMC, Samsung, Micron).
  • Familiarity with commissioning management platforms and digital quality tools.

Education / Licenses / Certifications

  • Bachelor’s degree in Engineering, Construction Management, Quality Management, or a related field
  • Professional certifications such as ASQ Certified Quality Manager (CQM), Certified Quality Engineer (CQE), or equivalent.
  • OSHA 30-Hour Construction Safety certification.
  • Proof of education, licenses, and certifications will be required where applicable
