Job Description

CBEM brings lasting, positive changes to the individuals with developmental disabilities we serve, some of whom experience mental illness. Our process begins with observations from which we design a comprehensive plan. It continues on as we teach our clients and their circle of support how to obtain positive, sustainable outcomes.

Location: Lafayette, CA (Hybrid - 3 days per week in office)

FLSA Status: Exempt

Compensation:  $140,000 annually + opportunities for a quarterly bonus

We are seeking a Strategic Quality Assurance & Compliance Director to lead our Quality Assurance team and serve as a vital member of our Senior Management Team (SMT). In this high-impact role, you will oversee the design and management of a robust Quality Management System (QMS), ensuring our clinical, operational, and administrative workflows meet the highest standards of federal, state (Title 17), and accreditation requirements.

Key Responsibilities:

  • Strategic Leadership: Design and lead the organizational Quality Improvement Plan (QIP) and annual strategic QA priorities to foster a culture of high reliability.
  • Audit & Data Integrity: Oversee company-wide audit systems and EHR management, ensuring complete data integrity, regulatory compliance, and audit readiness.
  • Clinical Oversight: Manage utilization reviews, incident reporting, and safety protocols, ensuring high standards of care for the IDD and Mental Health populations.
  • Investigative Rigor: Lead high-level Root Cause Analysis (RCA) investigations for serious incidents and manage the implementation of sustainable Corrective Action Plans (CAPs).
  • HIPAA Privacy & Security: Serve as the organizational lead for HIPAA compliance, partnering with IT to safeguard Protected Health Information (PHI) across all platforms.
  • Cross-Functional Collaboration: Partner with Program Directors and HR to translate complex regulations into practical, implementable workflows for our field staff.

Skills and Qualifications:

  • Education: Bachelor’s degree in Behavioral Health, Public Health, or Healthcare Administration required. A Master’s degree (MHA or MBA) is highly preferred.
  • Experience: 5+ years of leadership experience developing and implementing QA protocols within a behavioral health or IDD service environment.
  • Regulatory Expertise: Deep fluency in Title 17, Medi-Cal, and HIPAA standards. Experience with Regional Center funding dynamics is a strong plus.
  • Methodology: Proven proficiency in utilizing Lean, Six Sigma, or Root Cause Analysis (RCA) frameworks to solve systemic operational challenges.
  • StrategicMindset: Ability to synthesize complex technical data into actionable insights for executive-level decision-making.
