Pacific Missile Range Facility - Barking Sands Kekaha, Kauai, Hawaii Project Summary This position supports the Emergency Post-Hurricane Lowell Facility Damage Assessment at PMRF Barking Sands, and several remote sites in Kauai. Operating under a NAVFAC Pacific Command solicitation, the purpose of this immediate-action contract phase is to evaluate damage from Hurricane Lowell with 92 MPH gusts and 17 inches of rain across multiple facilities, and miles of fencing. On-ground assessment duration is short: deployment imminent. Special conditions include strict federal base access approvals (DBIDS), entirely contractor-furnished logistics (post-storm environment), and air-freighted field operations with no initial barge dependencies. All logistics and accommodations provided. Key Responsibilities
- Manage field inspection documentation protocols under entirely contractor-furnished, austere conditions.
- Manage, clean, and validate live data feeds coming from six concurrent, multi-disciplinary field teams, ensuring photographic evidence matches structural deficit logs without latency.
- Perform regular data and photographic quality control (QC) checks on template data synced live from field tablets.
- Ensure all deliverables meet strict federal engineering reporting benchmarks and solicitation accuracy parameters.
- Compile rapid technical summaries under a tight field execution window, enforcing strict quality baselines for data integrity despite a post-storm infrastructure.
- Execute the NAVFAC Three Phases of Control (Preparatory, Initial, and Follow-up) under accelerated timelines where field assessments transition directly into a Firm-Fixed-Price (FFP) repair scope.
- Match field damage assessments strictly to military Real Property Unique Identifiers to avoid tracking errors.
- Cross-reference field logs with the internet Naval Facilities Assets Data Store to verify real property data.
- Audit offline geospatial metadata and structural coordinate logs generated in cellular blackout zones.
- Interpret thermal imaging and moisture migration per ASTM standards for roofing damage.
- Bachelor's degree in Civil Engineering, Structural Engineering, or Architecture, preferred.
- USACE/NAVFAC Construction Quality Management (CQM) for Contractors certification.
- OSHA 30-Hour Construction Safety Certification ensuring the QCM can safely execute the Three Phases of Control alongside the SSHO in an active disaster zone.
- Minimum of 8 years' dedicated experience managing QA/QC workflows on DoD/NAVFAC/USACE engineering or construction contracts.
- RMS/QCS proficient in navigating the Resident Management System (RMS 3.0) to log, track, and validate reports for submission to the Contracting Officer's Representative (COR).
- Mastery of cloud-synced, mobile field platforms (e.g., Procore, Autodesk Build, Fulcrum, or customized GIS asset-tagging forms) utilized on field tablets.
- Advanced mastery of the NAVFAC Three Phases of Control quality system and federal engineering document configuration controls.
- Proven capability ensuring extreme data precision and validation across hundreds of rapid-turnaround disaster assessment logs under multi-million-dollar emergency parameters.
- Experience operating within the Federal Emergency Management Agency's Emergency Support Function for Public Works and Engineering, FEMA ESF #3, preferred.
