What is this career opportunity?

The General Services Division is looking for an individual with a business background in any of the following: commercial property/space management; real estate sales; commercial leasing; real estate lending; appraisal; and/or urban planning to join their team. The Real Property Management Specialist reports to and works with the Real Property Manager. The incumbent is responsible for the management of state-owned space in the Helena area (Capitol Complex) and the acquisition/development, negotiation, approval and management of leases for office space statewide. This position provides daily management of over 1.6 million square feet of leased space and 1.4 million square feet of state-owned office space. The incumbent assists in the development and maintenance of a state space allocation plan, resolves conflicts between building owners and tenants, ensures contract compliance, and assists the Division and tenant agencies with both short-term and long-term space planning needs. The incumbent interacts regularly with the Division's space planner, GIS analyst, and construction project managers.

What are we looking for?

Education and Experience:

  • Bachelor's degree in business or related field, and two years applicable experience.

  • Alternate combinations of education and experience will be considered on a case-by-case basis.

Competencies:

Knowledge of:

  • Commercial property management best practices, real estate issues, and Montana real estate laws, rules, and regulations

  • And experience with real estate values, local markets, lease rates and zoning requirements

  • And understanding of appraisal principles and real estate sales

  • And understanding of facilities management standards, including working knowledge of BOMA standards

  • The state contracting process

  • And understanding of construction processes and practices including working knowledge of codes, standards, and cost estimating using RS Means

Ability to:

  • Represent and effectively communicate department policies, procedures and legislative mandates

  • Facilitate communication of proposed space design to architects, read building blueprints, monitor construction of space and serve as liaison between architects, contractors and agency

  • Effectively communicate both orally and in writing

  • Negotiate and resolve conflicts with various stakeholders, and build consensus among groups with opposing opinions

  • Proficiently use the Microsoft Suite, including Word and Outlook

  • Be available after-hours or on weekends as needed for incidents or situations involving leased or owned property

  • Work, plan and organize independently with minimal supervision

  • Research, gather, organize and analyze large volumes of survey information

  • Research real estate markets, project space needs and understand space needs

  • Research property data through Cadastral, deed and title searches, or other means

  • Apply laws concerning contracts, OSHA requirements, ADA requirements, DOA security requirements, and safety issues for evaluation of suitability of space

  • Draft leases between State and building owner, addressing all legal requirements and agency issues

  • Delivering outstanding customer service

  • Identify problems and establish strategies to address them

  • Provide timely and relevant advice based on best practices, market analysis, or independent research to stakeholders and Division leadership
