NEW Solutions connects experienced workers (ages 55+) with the U.S. Fish and Wildlife Service (FWS). These experienced professionals provide administrative, scientific, technical, and operational support to the U.S. Fish and Wildlife Service through the Experienced Services Program (ESP).

Qualifications:

HS/GED Degree with minimum additional experience of 2 year(s) in Federal GS9 Realty Specialist 1170 Series

  • Experience required with Windows, MS Word, MS Excel, MS Teams, MS Outlook, MS SharePoint, Adobe Acrobat
Duties:

Full spectrum of Realty Specialist duties as described in position description in Series 1170 as equivalent to a GS9 for: land status research, legal description creation and verification, internal Realty record maintenance, Realty SharePoint site maintenance, Realty MS Teams maintenance, data entry and investigation of the FWS Lands Records System (LRS) and other duties as assigned.

  • Acquires real property interests in order to protect fish, wildlife, & their habitats. Real property interests are acquired through donations, easements, exchanges, deed restrictions, leases, cooperative efforts, & fee acquisitions. Land acquired includes residential, commercial, industrial, special purpose, & rural properties, as well as developed & undeveloped interests. Some properties include separate mineral, timber, grazing, &/or water rights. Sellers typically include individual & multiple property owners, farmers, land developers, environmental orgs., & large corps. Participates on Comprehensive Conservation Planning teams to identify opportunities that support regional landscape conservation efforts & the real estate interests deemed necessary to accomplish the mission of the FWS. Serves as a point of contact for land acquisition activities providing liaison between CCP teams & the Realty Program. Provides information & guidance on formulation of land acquisition standards for landscape conservation, identifying property needs & analyzing alternative strategies, as well as ensuring sufficient rights-of-way &/or access & integrates these strategies into the final cohesive acquisition request. Prepares realty documents & acquisition agreements to include, but not limited to, exchange agreements, donations, leases, & easements. Administers contracts with title companies & abstractors to meet title curative requirements. Works with the Office of the Solicitor, DOI, & title companies in effecting closings, assembling complete files for review by the SOL & obtaining final title opinions. Resolves issues with potential sellers & public officials regarding such topics as relocation arrangements, compensation in lieu of property taxes, & pro-rated property shares. Prepares plans for relocation reimbursements, as needed, according to the Uniform Relocation Assistance & Real Property Acquisition Policies Act. Prepares relocation package for eligible individuals displaced as a result of an acquisition. Considers & suggests methods for dealing with potential environmental contaminant issues. Facilitates transfer of water rights & farm operations displaced under Fed. or Federally assisted programs. Assists in the development of planning documents for new refuges or the expansion of existing refuges. Includes information that will support plans to establish new refuges in the U.S. Negotiates with private landowners; representative of Fed/state/local government agencies; corporations; civic organizations; & non-profit orgs. for the acquisition of property by purchase, lease, easement, exchange, &/or 6/29/2022 donation. Work that is done with other agencies would involve transfers of property from one agency to another. Prepares disposition packages for GSA on excess properties. Obtains abstracts of title, title insurance, survey documents, & related records to accompany acquisition packages. Prepares contracts for execution by higher authorities.   80%
  • Maintains queries and reports from Realty's database of Realty Property Inventory of land improvements, structures, and fixtures. Ensures that all land records are maintained in the Land Record System (LRS). Provides information, as requested by Headquarters, for Regional land records as it relates to interest type held, acreage, cost, Refuge Revenue Sharing payments, and other realty-related information. Carries out quality control functions for the Division, by providing the final examination and evaluation of legal instruments evidencing title to interest in real property as required by Department of Justice (DOJ) Title Standards and Service/Department regulations. Legal instruments are evaluated to protect Federal investments in real property by securing the correct title evidence tailored to the value of the property acquired. Although there is a general similarity among respective documents, the terms, conditions, reservations and title curative data differs for each land acquisition case and final title papers must be examined and reconciled individually. Systematically reviews and reconciles unclosed acquisition cases and recommends or takes action to obtain final title opinions to close out such files. Works with other realty specialists, attorneys, title companies, taxing authorities and the Office of the Solicitor on title curative actions. When relevant instruments are gathered and curative problems have been solved, obtains final title opinions. Ensures that withheld funds have been paid to vendors and accounts are closed.   20%
