Job Summary

The Residential Care Manager is responsible for overseeing the daily operations and administration of a state-operated residential care facility. This role ensures the well-being, safety, and quality of life of residents while maintaining compliance with Arkansas state regulations and federal guidelines. The position requires strong leadership, organizational skills, and the ability to foster a supportive environment for both residents and staff.

Primary Responsibilities

Supervise and coordinate all aspects of residential care services to ensure the safety, security, and well-being of residents. Oversee budgeting, financial planning, and resource allocation to ensure the effective operation of the facility. Conduct regular facility inspections to ensure compliance with health, safety, and accessibility regulations. Develop and monitor individualized care plans for residents, ensuring services meet their medical, social, and emotional needs. Coordinate with healthcare providers, social workers, and mental health professionals to facilitate comprehensive care to ensure residents receive adequate nutrition, medical care, and therapeutic services in accordance with state guidelines. Address and resolve resident complaints or concerns in a timely and professional manner. Hire, train, supervise, and evaluate direct care staff and administrative personnel. Ensure the facility operates in full compliance with Arkansas licensure requirements, Medicaid policies, and federal health regulations. Prepare and submit required reports, audits, and documentation in a timely manner. Conduct investigations into incidents, complaints, and concerns, implementing corrective actions as necessary. Respond effectively to emergency situations, including medical crises, behavioral incidents, and security concerns. Implement and oversee crisis intervention strategies to ensure the safety of residents and staff.

Knowledge and Skills

Strong ability to supervise, train, and mentor staff. Decision-making and problem-solving skills to address operational and resident care challenges effectively. Experience with budget management and financial oversight for residential programs. Working knowledge of Arkansas residential care regulations, Medicaid policies, and federal health and safety laws. Ability to interpret and apply laws, rules, and policies governing residential care services. Strong verbal and written communication skills to engage with residents, staff, families, and government agencies. Ability to respond to emergency situations with professionalism and efficiency. Experience managing behavioral health issues and implementing de-escalation techniques.

Minimum Qualifications

At least four years of experience in residential services, social services, behavioral health, healthcare, program management, or a related field, including at least two years in a leadership capacity.

Must be certified or eligible to become certified as a Certified Nursing Assistant within six months of employment.
