This is an AFSCME 3835 Bargaining Unit Position

Job Summary

Reporting directly to the Manager of Data Collection, or Assistant Manager of Residential Data Collection, as assigned, the Residential Field Inspector is responsible for accurately locating, sketching, measuring and reporting all changes to residential properties in Cook County so as to ensure a fair and equitable assessment by the Cook County Assessor's Office (CCAO). The Residential Field Inspector provides good customer service.

Essential Job Duties

  • Follows standard operating procedures to conduct field inspections and seeks input from Residential Senior Field Inspectors regarding more complex issues.

  • Verifies the accuracy of data with respect to appeals, permits, divisions, and the exempt to assess and assess to exempt status on various types of residential properties.

  • Collects characteristic and parcel data on residential properties through desktop review and/or by physically and accurately locating, measuring, and sketching the subject property, as assigned.

  • Calculates square footage of residential property accurately and verifies the accuracy of the information contained on face sheets.

  • Records and documents the information and data derived from the physical inspections.

  • Uses computer programs and systems, such as desktop review, the CCAO systems and databases, the internet, and other techniques to verify the physical characteristics of residential property.

  • Uses discretion in carrying out assignments and completing objectives.

  • Resolves routine and specific problems in accordance with management objectives.

  • Meets assignment deadlines and utilizes good time management in performing job assignments without interference from non-job related activities.

  • Maintains punctual attendance in the office on assigned office dates.

  • Provides own transportation to assigned work sites.

  • Works on special projects and performs other duties and assignments, as assigned, to achieve the overall goals of the Valuations Department.

  • Provides excellent customer service to all CCAO customers.

  • Works extended hours and weekends, as assigned.

Minimum Qualifications

  • High school diploma or GED certificate.
  • Three (3) years as a licensed real estate professional in any of the following:

(1) Real Estate Appraisal as an Associate Real Estate Trainee Appraiser, or Certified Residential Real Estate Appraiser, or Certified General Real Estate Appraiser.

(2) Real Estate Brokerage as a Real Estate Leasing Agent, or Real Estate Broker, or Real Estate Managing Broker.

(3) Community Association Management

OR

  • Current CCAO employee with three (3) years' experience in any department.
  • High school diploma, GED certificate.

OR

  • Bachelor's Degree from an accredited college or university.

Preferred Qualification

  • Proficiency in Microsoft Excel.
  • Two (2) years of full-time work experience conducting property inspections related to the appraisal of real estate or the assessment of real property.

Post-Offer Minimum Qualification

  • Any offer of employment is contingent on proof of a valid driver's license, reliable transportation, and minimum liability coverage.

Knowledge, Skills, and Abilities

  • Knowledge of the CCAO's Office procedures, polices, practices and guidelines, including knowledge of CCAO procedures related to data collection and verification, or the ability to quickly gain such knowledge.

  • Thorough knowledge of techniques used in the valuation of new property.

  • Ability to physically and accurately locate, inspect, measure, sketch, collect, and verify data with respect to residential properties.

  • Ability to read tax maps, legal descriptions, surveys, blueprints and other related building or site descriptions.

  • Good advanced math skills, including algebra and geometry.

  • Ability to reason, interpret, and use discretion in carrying out assignments and completing objectives.

  • Ability to converse knowledgeably and communicate effectively, both orally and in writing.

  • Ability to work with others; excellent interpersonal skills in dealing with the public, taxpayers, and co-workers to provide guidance and information regarding the field inspection process.

  • Ability to meet CCAO and departmental deadlines, production goals and effectively utilize time with limited oversight.

  • Must be computer literate, with skill and efficiency in entering and retrieving data and possess the ability to use CCAO systems and databases and internet-based applications.

Physical Requirements

  • Visual acuity to review and edit written and electronic communications for long periods of time.
  • Repetitive use of hands to handle and/or operate standard office equipment and field inspection tools.
  • Ability to create sketches, record data, and use various field equipment.
  • Regular use of a telephone to communicate.
  • Walking, climbing, bending, and stooping while performing field inspections.
  • Driving to field inspection locations.

Annual Salary: $69,506 Grade: 16
