Job Description
ESSENTIAL TASKS
The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.
Obtains rights-of-way for the construction of new County roads and other capital improvements.
Researches property ownership of parcels of land associated with roads, bridges, and drainage construction projects.
Researches legal records to establish boundaries of properties.
Prepares temporary and permanent easement documents for signatures and recording.
Locates and contacts property owners for execution of documents; negotiates terms for signatures.
Maintains and manages right-of-way records and database.
Retrieves and reports right-of-way information as requested.
Assists in coordinating assigned activities and functions with those of other County departments, engineers, developers, contractors, property owners, and outside agencies as appropriate.
Receives and responds to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility.
Performs general administrative / clerical work as required, including but not limited to copying and filing documents, entering and retrieving computer data, preparing spreadsheets, answering the telephone, etc.
Receives new subdivision deeds and easements, obtains administrative approval, records same, and distributes copies.
VOCATIONAL/EDUCATIONAL PREPARATION:
Requires high school diploma or GED equivalent supplemented by formal training, special courses or self-education that is equivalent to satisfactory completion of one year of college education or specialized advanced training in surveying, construction, engineering technology or a closely related field.
SPECIAL CERTIFICATIONS AND LICENSES:
Must possess a valid state driver's license.
Certification from the International Right-of-Way Association is desirable.
EXPERIENCE REQUIREMENTS:
Requires over two years and up to and including four years.
