Job Title: Risk Manager (Cost, Schedule and Technical)

Location: Arnold AFB- Tullahoma, TN (On-site)

This position is to provide assistance and advisory services to the DoD at Arnold AFB.

The Risk Manager will be responsible for the overall risk management program at AEDC, a vital component of the Air Force Test Center. This role requires a proactive and strategic thinker who can identify, assess, and mitigate risks across a portfolio of complex and technologically advanced aerospace test and evaluation projects. The ideal candidate will have a strong background in engineering, project management, and risk analysis, with a proven ability to balance cost, schedule, and technical performance objectives.

Key Responsibilities:

  • Develop and Implement Risk Management Framework: Establish and maintain a comprehensive risk management framework that aligns with AEDC's strategic objectives and complies with Department of Defense (DoD) and Air Force regulations.

  • Integrated Risk Assessment: Lead the identification, analysis, and evaluation of risks across all project phases, including cost overruns, schedule delays, and technical performance shortfalls.

  • Risk Mitigation and Control: Develop and implement risk mitigation strategies and control measures to minimize the impact of identified risks. This includes creating contingency plans and assigning risk ownership to appropriate team members.

  • Quantitative and Qualitative Analysis: Utilize both qualitative and quantitative methods to assess the probability and impact of risks, including techniques like Failure Mode and Effects Analysis (FMEA), Root Cause Failure Analysis (RCFA), and risk modeling.

  • Reporting and Communication: Prepare and present regular risk reports and briefings to senior leadership, project managers, and other stakeholders to ensure clear communication and informed decision-making.

  • Collaboration: Work closely with project managers, engineers, financial analysts, and other key personnel to integrate risk management into all aspects of project planning and execution.

  • Continuous Improvement: Continuously monitor and review the effectiveness of the risk management program, identifying areas for improvement and implementing best practices.

Qualifications:

  • Education: A bachelor's degree in engineering (Mechanical, Aerospace, Electrical, or a related field), business, or a related technical field is required. A master's degree or a Project Management Professional (PMP) certification is highly desirable.

  • Experience: A minimum of 7-10 years of progressive and relevant experience in project management, systems engineering, or risk management within the aerospace, defense, or a related high-technology industry.

  • Skills:

    • Demonstrated expertise in risk management principles, methodologies, and tools.

    • Strong understanding of cost, schedule, and technical risk analysis.

    • Proficiency in project management software and risk analysis tools.

    • Excellent analytical, problem-solving, and decision-making skills.

    • Strong leadership and communication skills, with the ability to effectively interact with all levels of the organization.

  • Clearance: Must be a U.S. citizen and able to obtain and maintain a Secret security clearance.

  • Other Essential Job Functions: The ability to travel up top 5%
