Job Description

SECRET CLEARANCE REQUIRED

The Safety Manager (SSHO) oversees the development, implementation, and enforcement of the safety program for all contract operations. This role ensures full compliance with federal, state, local, and DoD safety regulations and maintains a safe working environment for all personnel. The Safety Manager conducts daily safety oversight, leads inspections and hazard assessments, manages incident reporting and corrective actions, and provides ongoing guidance to both contractors and government personnel. Serving as the primary safety authority on-site, the SSHO works closely with project leadership to identify risks, prevent accidents, and promote a strong safety culture throughout the facility.

Duties/Responsibilities:

  • Perform daily safety and health inspections and maintain detailed written logs documenting the area inspected, date, identified hazards, recommended corrective actions, and the actual/estimated correction dates.
  • Attach all safety inspection logs to the daily production report in accordance with contract requirements.
  • Conduct mishap and incident investigations, complete all required accident reports, and ensure timely submission.
  • Report all mishaps, near misses, and good catches to promote proactive safety awareness.
  • Maintain and update OSHA Form 300 for all work‑related injuries and illnesses, and post OSHA Form 300A at required worksites.
  • Maintain current and applicable safety reference materials, ensuring availability to employees and subcontractors.
  • Review and enforce compliance of the Accident Prevention Plan (APP) and Activity Hazard Analyses (AHAs); approve revisions and monitor implementation.
  • Establish and manage a Safety and Occupational Health (SOH) Deficiency Tracking System to document, track, and ensure closure of all outstanding safety deficiencies.
  • Ensure all employees and subcontractors comply with contractual and regulatory safety and health requirements.
  • Maintain an up‑to‑date hazardous chemicals inventory for all materials on site.
  • Prepare a weekly high‑hazard activity report covering work involving energy control, equipment use, excavation, confined space entry, and elevated work, and be prepared to brief leadership on associated controls.
  • Prepare and submit required safety reports, logs, and analyses to senior leadership, ensuring all documentation is complete, accurate, and delivered per contractual deadlines.

Required Skills/Abilities:

  • U.S. Citizenship and the ability to obtain and maintain base access.
  • Must successfully pass a pre‑employment drug test, background check, and any required security screenings.
  • Valid state driver's license required.
  • Completion of EM 385‑1‑1 training.
  • OSHA 30‑Hour Construction Safety Course (or equivalent) completed within required timeframes.
  • Ability to maintain professional competency through ongoing safety training, including 24 hours/year of formal safety or related coursework for the last five years.
  • Strong working knowledge of safety regulations, environmental requirements, and quality control principles, with the ability to apply them in daily operations.
  • Ability to collect, analyze, and compare performance data, identify non‑conforming work, and implement corrective actions.
  • Excellent organizational skills, attention to detail, and the ability to manage multiple tasks and priorities effectively.
  • Strong written and verbal communication skills and the ability to follow written and verbal instructions.
  • Ability to work independently and as part of a team, collaborate with employees at all levels, and take on complex assignments.
  • Proficiency in Microsoft Office (Word, Excel, Outlook, etc.).
  • Ability to interact constructively with associates, subcontractors, support staff, and senior management.
  • Ability to maintain a workforce that is trained, qualified, and capable of supporting the contract's safety and operational requirements.

Education and Experience:

  • This position requires an experienced safety professional with a minimum of five (5) years of experience managing and enforcing safety programs on projects of similar size and complexity, including facility sustainment, restoration, and modernization work involving large‑scale facilities of 1,000,000 sq. ft. or more.
  • Candidates who hold a Certified Safety Professional (CSP) credential or a degree in safety and health may qualify with a minimum of three (3) years of relevant experience.
  • Preferred: A bachelor's degree, prior experience working on government contracts, and familiarity with Maximo and Costpoint systems are preferred.
  • The SSHO shall have completed the OSHA 30-hour construction safety class or equivalent within the last five years and an average of at least 24 hours of safety training per year for the past five years.
