Job Description
Summary
Our client, a leading construction materials and contracting company based in Stockton, CA, is seeking a Safety Specialist to join their team. In this role, you will support the Safety Department by helping develop, implement, and maintain safety programs that reduce workplace risks, ensure compliance with MSHA, OSHA, and DOT regulations, and strengthen the overall safety culture. You will assist with hazard identification, training, incident prevention, and compliance monitoring—playing an essential part in reducing occupational injuries, improving safety performance, and supporting organizational goals. This position works closely with multiple departments and provides hands-on support across various operational sites.
Duties & Responsibilities
Champion Safety and Compliance
Support a safety-first culture and promote corporate and site-level safety initiatives
Ensure HR programs and processes align with safety goals

Monitor & Assist with Compliance
Support adherence to MSHA, OSHA, DOT, EPA, and related regulations
Collaborate with site personnel to maintain and improve safety compliance
Identify & Mitigate Risks
Assist in identifying workplace hazards and recommending corrective actions
Support ongoing efforts to enhance safety performance and risk reduction
Assist with Safety Training & Awareness
Support development and facilitation of safety training programs
Ensure workforce understanding of safety policies and procedures
Conduct & Support Safety Audits
Assist with site inspections, audits, and compliance assessments
Help teams implement improvements and corrective actions
Incident Response & Investigation
Participate in incident investigations and root cause analysis (including ICAM)
Assist with reporting and corrective action follow-up
Data Analysis & Reporting
Help track and analyze safety metrics, trends, and performance data
Assist in developing KPIs to support safety program improvement
Assist with Claims Management
Support HR and Risk Management with workers’ compensation and liability claims
Help evaluate loss trends and prevention strategies
Coordinate Safety Programs & Initiatives
Assist with the implementation of loss-control and accident-prevention programs
Ensure alignment with organizational safety goals
Provide Technical Safety Support
Serve as a resource for managers and employees regarding safety procedures and regulatory updates
Liaison with External Organizations
Maintain relationships with regulatory agencies and industry safety groups
Stay current on industry best practices
Support Emergency Preparedness
Assist in maintaining emergency response plans
Help ensure employee readiness for emergency situations
Participate in Industry Engagement
Represent the company at safety-related meetings, committees, and regulatory discussions
Adapt & Respond to Business Needs
Travel as needed to support operations across multiple locations
Assist with safety initiatives requiring rapid response
Administrative Duties
Maintain claim files, organize training documentation, track corrective actions, and ensure accurate records
Qualifications & Requirements
Minimum Requirements
Associate degree in Occupational Health & Safety, Construction Safety, Industrial Hygiene, or a related field
Minimum two years of safety experience in construction, aggregates, ready-mix, cement, or similar heavy industry — or extensive field experience with a strong safety focus
Strong knowledge of OSHA regulations and safety compliance practices
Experience with Safety Management Systems (SMS) and Behavior-Based Safety (BBS)
Proficiency in Microsoft Office; strong communication and coaching skills
Self-motivated, organized, and able to manage multiple tasks across teams
Valid driver’s license and willingness to travel, including overnight as needed
Preferred Requirements
Bachelor’s degree in a safety-related field or certifications such as CHST or OHST
Knowledge of MSHA, OSHA, DOT, and FMCSA compliance
Experience leading incident investigations and root cause analysis (ICAM preferred)
Understanding of occupational health and hygiene systems
Experience developing and delivering safety training programs
Familiarity with construction materials operations, insurance concepts, and safety program compliance
Bilingual in English and Spanish
Knowledge, Skills, & Abilities
Strong understanding of MSHA, OSHA, and DOT regulations
Knowledge of construction materials operations and safety requirements
Ability to develop and deliver effective safety training
Strong risk assessment and crisis management capabilities
Data-driven analytical skills to support safety decisions
Proficient with Microsoft Office and safety-related reporting tools
Highly organized, adaptable, and able to work independently or with teams
