Job Description

The Sanitary Engineer is responsible for all engineering processes in relation to the Utilities Department including the role of Sanitary Engineer; and coordinates, develops, plans, supervises, reviews and inspects all phases of design and construction of utility systems and ensures compliance with contract specifications.

This position is under the general guidance and direction of the Deputy Director. Reporting to this position are the Associate Engineer II, Associate Engineer, and Utilities Locator. This position regularly interacts with other governmental agencies, consulting engineers, utility contractors, other County Departments and the general public. This position may be assigned special projects and other responsibilities as required

ESSENTIAL TASKS

The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.

This position assists in preparation and administration of an operational budget.

This position is very complex and unstructured, with very little routine work. Errors would cause serious delays and adverse influence, causing significant expenditure of time and money to correct.

Daily coordinates and reviews design and construction of utility systems to be constructed by private developers and inspects project work sites for compliance with contract specifications.

Daily administers DHEC Delegated Review Program for Richland County to ensure that the County is meeting its obligations in this area.

Regularly assists in the supervision of the operation of all county owned water and wastewater treatment facilities.

Daily monitors contract personnel and reviews and approves invoices to ensure that these efforts remain cost effective.

Regularly participates in the Department's "on-call" system for providing operation and maintenance services after hours and on the weekends to meet the needs of the County.

Daily prepares various documents including letters, engineering drawings, service area maps, cost estimates, monthly reports, legal agreements, final approval documents, specifications, composite tax maps, and project status reports to ensure that County officials are kept up to date on all activities related to the water and wastewater treatment facilities.

Regularly coordinates the efforts to repair County owned utilities, taking into account effective cost measures and ensuring minimal loss of the Utility site.

Routinely performs other duties and assignments as required.

  • Considered essential employee in the event of inclement weather or emergency conditions.

VOCATIONAL/EDUCATIONAL PREPARATION:

This position requires a Bachelor of Science degree in Civil Engineering with 4-6 years of experience or any equivalent combination of experience and training.

SPECIAL CERTIFICATIONS AND LICENSES:

Must possess a valid South Carolina driver's license to operate a County vehicle.

Required to obtain Fundamental Engineering registration in the state of South Carolina within one year of hire. Professional Engineer registration is preferred.

The incumbent must have or be able to attain a Class C wastewater treatment plant operator's license within one year of employment.

EXPERIENCE REQUIREMENTS:

Requires 4 years and up to and including 6 years.

The incumbent is requires to have basic experience on AutoCAD, Sewer CAD, Water CAD, and GIS mapping.

Compensation Range: $79,779.43 - $127,539.40
