Job Description

Position Title:

School Workforce Specialist

Salary Range:

School Workforce Specialist (Grade 16, Exempt). Annual salary range: $75,544.62 - $94,460.77. This range reflects the minimum to midpoint of the grade. Salary may exceed the midpoint and will commensurate with experience. The salary range is pro-rated for 220 days.

Job Description Summary:

The School Workforce Specialist is responsible for partnering with regional school districts, higher education institutions, and key education stakeholders to support strategic recruitment, advocacy, and innovative programming. This role serves as a trusted advisor to school leaders, providing workforce strategy and human resources-informed guidance related to recruitment, hiring, onboarding, retention, licensure, and talent pipeline development. Through a strong HR and equity lens, the School Workforce Specialist supports schools in building sustainable, inclusive, and high-quality talent systems. The position leads regional recruitment initiatives, professional learning, grant management, and career pathway programming while advocating for policy and funding solutions that strengthen the educator workforce.

Essential Duties and Responsibilities

  • Design and develop content for training courses to fill gaps in established programs, and run complex or customized training courses to improve employee performance. Involves focusing on a specific functional area.

  • Prepare short-term and annual district workforce plans, using existing analytical frameworks and tools to identify the number and mix of staff required to meet the demand forecast.

  • Contribute to the creation of future talent recruitment campaigns; propose campaign messaging based on analysis of values and aspirations of graduates/school leavers; make evidence-based proposals for channel and media selection (including career fairs); design events; draft communications content and agency briefings.

  • Prepare and manage funding and grants, so that investment can be secured and administered within funding rules and regulations.

  • Help develop procedures for an area of the organization and monitor their implementation.

  • Explore issues or needs, establishing potential causes and barriers, as well as related issues.

  • Define and deliver products and services that meet customer needs by selecting the best possible approaches available within established systems.

  • Provide specialist advice on the interpretation and application of policies and procedures, resolving queries and issues and referring very complex or contentious issues to others.

  • Advise managers how to apply a wide variety of existing procedures and precedents.

  • Identify shortcomings in existing processes, systems, and procedures, and use established change management programs to address them.

  • Guide specific segments within coaching, implementing strategies to facilitate improvement, promoting open communication, and fostering a conducive growth environment.

  • Help management to implement quality assurance change initiatives and/or make continuous operational improvements.

  • Mentor, coach, support, and provide advice and guidance for service users, in accordance with guidelines and standards, to support them through issues and times of challenge and vulnerability.

  • Research, collate, and analyze information to identify key themes and deliver a broad range of standardized training and documentation, advice, or reports to support client projects and programs.

  • Build collaborative relationships focusing on building internal and external networks that facilitate collaboration and partnerships across the value chain.

  • Develop own capabilities by participating in assessment and development planning activities as well as formal and informal training and coaching; gain or maintain external professional accreditation, where relevant, to improve performance and fulfill personal potential. Maintain an understanding of relevant technology, external regulation, and industry best practices through ongoing education, attending conferences, and reading specialist media.

  • Other duties as assigned.

Additional Job Description:

Required Qualifications

  • Bachelor's degree in education, human resources or related field OR a combination of post-secondary training, professional education, and related experience equivalent to four (4) years.

  • Four (4) years of related experience in an educational setting; of which the total years of experience include:

  • Two (2) years of experience in recruiting and hiring in an educational setting.

  • Valid Driver's License

This position is for 220 days per fiscal year with the ability to increase to 260 days.

Location:

  • Applicants should be located near or in the counties we serve (Region 5) and be able to commute to the office and throughout the region at least 1-2 days a month for meetings and support.

  • On occasion may be expected to attend meetings or trainings at Sourcewell's headquarters in Staples, MN, advance notice would be given to team member.
