Senior Specialist, Proposal Management (Level 4)Location: Onsite (Hybrid/Remote flexibility available)Travel: Occasional short-term travel may be requiredEmployment Type: Contract (Potential for Direct Hire)About the RoleWe are seeking an experienced Senior Specialist, Proposal Management (Level 4) to lead the development of high-impact, competitive proposals within a fast-paced, highly collaborative environment. This role plays a critical part in shaping winning strategies, guiding cross-functional teams, and delivering compliant, high-quality proposals aligned with customer requirements.You will work closely with Capture Teams, leadership, and technical experts to transform capture strategies into compelling proposal submissionswhile managing timelines, budgets, and resources effectively.Key Responsibilities
- Lead end-to-end proposal planning, strategy development, and execution
- Translate Capture Plans into actionable Proposal Plans and winning strategies*
- Estimate, secure, and manage proposal budgets effectively*
- Identify and onboard proposal team members with the right expertise*
- Facilitate Proposal Kickoff Meetings to align and energize teams*
- Drive collaboration across distributed and cross-functional teams*
- Tailor proposal processes to ensure efficiency, compliance, and quality*
- Conduct and lead proposal reviews (Pink, Red, Gold reviews) in partnership with Capture Managers*
- Ensure all proposal content meets solicitation requirements and evaluation criteria*
- Monitor progress through regular status meetings and resolve risks proactively*
- Engage senior leadership at key milestones for alignment and approvals*
- Oversee cost/pricing elements to align with Price-to-Win strategies
- Deliver error-free, compliant, and compelling proposals within deadlines*
- Lead preparation of Best and Final Offers (BAFOs) and Final Proposal Revisions (FPRs)
- Capture lessons learned and continuously improve proposal processes
- Bachelors degree with 6+ years of relevant experience, OR Masters degree with 4+ years of experience, OR Minimum 10+ years of related experience in lieu of a degree*
- Proven success in leading proposal teams and managing complex proposals
- Strong ability to collaborate across large, matrixed organizations*
- Demonstrated experience working with business development and leadership teams*
- Excellent organizational, leadership, and communication skills
- Ability to manage multiple priorities and meet tight deadlines*
- Advanced proficiency in Microsoft Office (Word, Excel, PowerPoint)
- Experience in DoD or Federal Government acquisition environments
- Familiarity with industry-standard proposal methodologies (e.g., Shipley, APMP)*
- Proposal Management Certification (APMP or equivalent)*
- Project Management certification (PMI or similar)*
- Graduate degree in a relevant field*
- Prior or active Secret Security Clearance
- U.S. Citizenship required (no dual citizenship)*
- Security Clearance: Not required to start; prior clearance preferred for faster processing*
- Work Model: Primarily onsite; hybrid/remote may be considered for the right candidate*
- Remote candidates must be available for approximately 2 weeks of onsite training
- Travel: Occasional short-duration travel may be required
