Section Manager II – Project Accounting & Financial Reporting

Under general direction, manages and oversees complex accounting programs and financial reporting activities related to Express Lanes operations, capital

assets, cost allocation, and Taxpayer Oversight Committee (TOC) Measure M activities. Ensures compliance with agency policies, Generally Accepted Accounting Principles (GAAP), and applicable federal, state, and grant

regulations. This role provides technical leadership to accounting staff,

supports audits and financial reporting, and drives process improvements across accounting functions.

This is an exempt position in salary grade 220: Min – $113,276.80| Mid – $135,324.80 | Max – $157,352.00/annually. The starting salary will be within this range based on qualifications.

What You’ll Do

  • Oversee accounting and financial reporting activities for OCTA Express Lanes programs, including preparation of Express Lanes

  • financial statements and related reports

  • Manage the capital asset accounting function to ensure compliance with accounting standards, agency policies, and applicable regulations

  • Prepare the annual Cost Allocation Plan and evaluate allocation methodologies for indirect administrative costs

  • Lead month-end and year-end close activities, reconciliations, and financial reporting processes

  • Prepare Quarterly Taxpayer Oversight Committee (TOC) Reports and support Annual Measure M Status Reporting

  • Serve as the subject matter expert and primary contact for internal and external audits related to Express Lanes, TOC reporting, and capital assets

  • Review Annual Comprehensive Financial Report (ACFR) footnotes and capital asset reporting for accuracy and completeness

  • Research and implement new accounting standards and develop solutions for complex or unique governmental accounting issues

  • Supervise, mentor, and provide technical guidance to accounting staff, including training, performance management, and employee development

  • Collaborate with departments to analyze project budgets, forecasts, and financial estimates for reasonableness

  • Recommend and implement process improvements, accounting procedures, and operational efficiencies

  • Manage special projects and other assignments as needed

What We’re Looking For

  • Strong technical expertise in governmental accounting, financial reporting, cost allocation, and auditing practices

  • Knowledge of GAAP and applicable federal, state, and grant regulations

  • Leadership skills with the ability to mentor, guide, and develop accounting staff

  • Excellent analytical and problem-solving abilities with sound professional judgment

  • Ability to manage multiple priorities and meet deadlines in a fast-paced environment

  • Strong communication and collaboration skills with internal and external stakeholders

  • Experience researching and applying new accounting standards and complex reporting requirements

Minimum Qualifications:

  • Bachelor’s degree in Accounting, Finance, or related field

  • Minimum 5 years of accounting, auditing, or related experience

  • Previous management or supervisory experience preferred
