Job Description

Greenfield Engineering a Saalex Company is seeking a Senior Acquisition Program Analyst in Lexington Park, MD to provide strategic acquisition, requirements, and financial management support to Naval Aviation programs. The selected candidate will support Integrated Product Teams (IPTs) in planning, budgeting, requirements management, acquisition execution, and program oversight activities. This role serves as a key advisor to program leadership, providing analysis and recommendations to support successful execution of multi-million-dollar acquisition portfolios.

Position Type: Full-Time

Salary: $115k-$150k annually (depending upon experience)

Work Location: Onsite

Essential Functions:

  • Lead financial and requirements planning efforts supporting Integrated Product Teams across APN-5 and RDT&E appropriations.
  • Provide strategic planning, budget formulation, execution monitoring, and Future Years Defense Program (FYDP) analysis.
  • Manage program requirements and identify funding gaps, schedule impacts, and execution risks while recommending mitigation strategies.
  • Manage and maintain AMS CSPT inputs and baseline requirements in coordination with IPT Leads and Budget Financial Managers (BFMs).
  • Develop, maintain, and analyze spend plans to monitor program execution and funding status.
  • Prepare funding requests, de-obligation requests, work completion date extensions, and supporting financial documentation.
  • Review and provide recommendations for budget exhibits, POM submissions, financial impact statements, and acquisition documentation.
  • Coordinate requirements planning and resource allocation activities across IPTs, functional leads, contracts personnel, and financial stakeholders.
  • Manage and maintain contract action tracking within AMS PMT and related acquisition management tools.
  • Develop and process PID packages and acquisition workflows in coordination with Contracting Officers and Contracts Specialists.
  • Develop executive-level briefings, reports, metrics, and recommendations to support program decision-making.
  • Support acquisition reviews, budget reviews, audits, and leadership planning events.
  • Mentor junior analysts and provide guidance on acquisition, budgeting, and financial management processes.
  • Other duties as assigned or required.

Requirements

Required:

  • Experience supporting major defense acquisition programs.
  • Experience developing and monitoring program budgets, spend plans, funding documents, and execution reports.
  • Experience working with Integrated Product Teams (IPTs) and cross-functional stakeholders.
  • Strong understanding of Planning, Programming, Budgeting, and Execution (PPBE) processes.
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Advanced proficiency with Microsoft Excel, PowerPoint, Word, and related reporting tools.

Desired:

  • Experience supporting NAVAIR Program Offices, Naval Aviation programs, or PMA organizations.
  • Experience using AMS CSPT, PMT, NERP, or similar Navy financial and acquisition systems.
  • Experience developing POM submissions, budget exhibits, and financial impact statements.
  • DAWIA certification and/or Defense Acquisition University (DAU) coursework.
  • Experience managing APN, RDT&E, O&MN, or Procurement appropriations.

Education/Years of Experience:

Bachelor’s degree in Business, Finance, Accounting, Economics, Management, Engineering, Acquisition Management, or a related field required and Minimum of ten (10) years of experience supporting Department of Defense acquisition, program management, financial management, budgeting, or related disciplines.

Security Clearance:

Active Secret clearance required with the ability to obtain a Yankee White clearance. Requirements to obtain a clearance include US Citizenship, security investigation, etc.
