What You Will Do:

As part of a multidisciplinary team, support federal initiatives focused on child support technology modernization, program operations, and systems transformation. Collaborate with federal staff, state IV-D agencies, technology partners, and project teams to improve modernization planning, implementation, certification readiness, and long-term program effectiveness.

Responsibilities may include:

  • Provide subject matter expertise on child support enforcement programs, operations, and technology modernization initiatives.

  • Support federal and state partners in planning, implementing, and assessing child support system modernization efforts.

  • Support the review and analysis of Advanced Planning Documents (APDs), feasibility studies, certification materials, modernization roadmaps, procurement strategies, and implementation plans.

  • Support development of modernization frameworks, playbooks, procurement guidance, reusable assets, and knowledge management resources.

  • Conduct interviews, workshops, listening sessions, and stakeholder engagement activities with federal and state partners.

  • Assist with analyzing modernization portfolios, project performance, certification readiness, financial data, governance structures, and implementation risks.

  • Develop executive briefings, reports, strategic communications, presentations, decision memoranda, and technical assistance products.

  • Collaborate with data, technology, and program teams to identify modernization opportunities, lessons learned, and best practices across states.

  • Support development of modernization dashboards, portfolio analysis tools, APD review processes, and implementation support activities.

What You Will Need:

  • Must have the ability to pass a federal background check to serve in a position of public trust.

  • Bachelors Degree

  • FIVE (5) or more years of professional experience in supporting child support (IV-D) programs, state child support agencies, or federal child support initiatives.

What Would Be Nice To Have:

  • Must have a minimum of a bachelor's degree in human services or related field from an accredited college or university.

  • Master's degree in social work or related field.

  • Experience developing, reviewing, or supporting Advanced Planning Documents (APDs), annual APD updates, feasibility studies, or federal funding requests.

  • Knowledge of child support technology systems, certification requirements, federal reporting processes, or modernization practices.

  • Experience conducting stakeholder interviews, requirements gathering, listening sessions, or technical assistance engagements.

  • Experience developing executive-level communications, strategic recommendations, reports, briefing materials, and presentations.

  • Ability to translate complex program, policy, and technical concepts into actionable recommendations for federal and state stakeholders.

  • Excellent verbal and written communication and collaboration skills to work effectively with federal leaders, state IV-D agencies, technology partners, and cross-functional teams.

  • Excellent organizational skills and the ability to manage multiple projects and competing priorities.

  • Proficiency in Microsoft Office Suite, including PowerPoint, Excel, Word, and Teams.

  • Experience supporting the Office of Child Support Enforcement (OCSE) or state IV-D agencies.

  • Exposure to system transfers, re-platforming, refactoring, modular modernization, or other technical approaches used in child support system transformation.

  • Exposure supporting procurement activities, vendor management, project governance, IV&V oversight, or large-scale technology transformation efforts.

  • Exposure to expenditure reporting, financial trend analysis, cost-benefit considerations, or performance metrics used to inform modernization decisions.

  • Familiarity with data analytics, dashboard development, visualization tools, and performance reporting.

  • Familiarity with enterprise modernization approaches, shared services, reusable assets, interoperability, and business process improvement.

The annual salary range for this position is $98,000.00-$163,000.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
