Position Objective:

Under the general supervision of the Director, Transaction Management, the Senior Deputy Director will act as the Director's first deputy overseeing deputy directors for all of the Transaction Management teams in providing management and supervision of all leasing, acquisition and related activities related to New York City Transit (NYCT), Staten Island Railway (SIR), MTA Bus Company, Metro-North Railroad, Long Island Rail Road, Bridges and Tunnels (B&T) and Construction and Development (C&D) (MTA Agencies).

The position will be the lead in managing the planning and acquisition of property rights to support MTA Agency capital and operating programs. This will involve being the single point of contact for MTA C&D project staff in planning for all capital projects.

The Senior Deputy Director will be tasked with developing and implementing leasing strategies to generate revenue from the leasing, licensing, or sale of properties of the MTA Agencies. They will work with other MTA departments and operating units such as legal, procurement, planning, and capital construction, as well as consultants and other groups, to ensure the successful completion of all acquisition, disposition, licensing, and leasing projects. They will proactively identify and implement process efficiencies as needed. They will also complete other projects and tasks as assigned.

Responsibilities:

• Manage all facets of the property acquisition process, overseeing deputy directors and transaction managers in completing acquisitions in support of agency needs, including

• Maintain peer-to-peer relationship with C&D Project CEOs.

• Drive real estate work streams to meet or exceed funding and project timetable milestones.

• Manage relationships with the Federal Transit Administration where Federal funding is involved.

• Manage the Eminent Domain process with the Transaction and Legal staff.

• Train, mentor, and manage personnel in support of the acquisition process

• Train, manage, and direct staff to maximize return on the real estate portfolio through marketing plans to lease, license, or sell property.

• Negotiate and train Transaction staff to negotiate transactions and the legal instruments associated with those transactions.

• Manage deputy directors and the associated Transaction Management teams in complex leasing efforts, including, without limitation, net-leasing of commuter rail station buildings, master leasing of subway mezzanine and station complexes.

• In addition to peer-to-peer relationships with C&D senior staff, develop and maintain peer-to-peer relationships with senior MTA agency stakeholders whose ownership is requisite to meeting Real Estate Department - as well as MTA agency - goals.

• These include, without limitation, engineering and operations.

• Leverage those relationships in support of Real Estate and MTA agency initiatives.

• Work with governmental agencies and oversight groups (e.g., federal, state, and city, county, and village) to efficiently realize all project goals;

• At the direction of the Director, Real Estate Transactions and Operations - oversee and direct work streams of Real Estate's Tenant Management Unit, where such oversight is requisite to further Transaction Management objectives.

• Directly and effectively manage and work with external real estate consultants, including planners, appraisers, title companies, brokers, and other external providers of goods and services to produce deliverables in support of Real Estate and MTA agency imperatives.

• All other matters related to real estate transaction management and other duties as may be required.

Required Knowledge/Skills/Abilities:

• An understanding of property acquisition and relocation requirements for federally funded transportation projects and an understanding of New York State condemnation processes.
• Exceptional organizational and people management skills with the proven ability to manage, mentor, give direction, and team build.
• Ability to analyze, comment, interpret, negotiate, and draft real estate documents, and the ability to present information clearly and accurately in both written and spoken form.
• Detail-oriented individual with exceptional time management skills, proven problem-solving abilities, and a well-developed capacity for strategic thinking.
• Self-starter who can develop and administer work plans involving extensive and complex interrelated processes, and a person who can operate under exacting time constraints.
• Proven knowledge of real estate leasing and acquisitions, financing, and management principles, as well as a familiarity with maps, blueprints, and surveys. General knowledge of construction principles, cost estimates, and analysis preferred.
• Ability to present information clearly and accurately.
• Strong interpersonal skills are required to work successfully with a wide range of staff, personnel of other agencies, and third-party contractors.
• Essential to this position are good leadership skills with the ability to adapt to changing requirements and situations with tact and good judgment.
• A working knowledge of Microsoft Word, PowerPoint, and Excel programs.
• A working knowledge of valuing cash flows and other financial calculations pertinent to real estate.

Required Education and Experience:

• Bachelor's degree in real estate, real estate development, architecture, or urban planning, or a related field, or an equivalent combination of education from an accredited college and experience may be considered in lieu of a degree; and
• Minimum of 7-10 years progressively responsible experience in commercial real estate required.

Other Information

May need to work outside of normal work hours (i.e., evenings and weekends)

Travel may be required to other MTA locations or other external sites.
