MTA Bridges and Tunnels operates the largest bridge and tunnel network in New York City, managing nine crossings that include seven bridges and two tunnels. Telework:

Job Summary:

The Senior Director of Facility Management provides executive-level operational leadership in support of the Senior Vice President of Facility Management, overseeing key operational, maintenance, and strategic initiatives across MTA Bridges and Tunnels (TBTA) and the Central Business District Tolling Program (CBDTP). The position assists in ensuring the safe, reliable, and efficient operation and maintenance of critical transportation infrastructure, including bridges, tunnels, roadways, buildings, fleet assets, and supporting operational systems. The Senior Director plays a critical role in translating strategic priorities established by the Senior Vice President into operational plans, policies, and performance initiatives across the facility management organization. The role provides leadership across multiple functional areas including maintenance operations, asset management, fleet management, intelligent transportation systems (ITS), emergency response coordination, and regional facility management operations. The Senior Director supports the implementation of agency-wide strategies focused on operational reliability, safety, infrastructure resilience, customer service, and risk management, ensuring that maintenance and operational activities are aligned with TBTA and CBDTP performance objectives. The position oversees senior managers responsible for represented operations and maintenance personnel and ensures that resources are effectively deployed to support traffic management, emergency response, law enforcement coordination, revenue protection, and facility maintenance operations. Working closely with the Senior Vice President and Vice President of Facility Management the Senior Director contributes to the development and execution of policies, staffing plans, budgets, operational strategies, and performance metrics to ensure efficient use of resources and continuous improvement of facility operations. The Senior Director also plays a key role in coordinating with MTA Construction & Development (C&D) to align facility management priorities with capital project planning and execution, ensuring that construction activities are implemented with minimal disruption to operations and customers. In addition, the Senior Director collaborates with internal departments including the Operations Command Center (OCC), Central Maintenance, Fleet, Special Operations Division (SOD), ITS Tolling, Environmental Health and Safety (EHS), Training Department, Central Control Unit (CCU), and Central Operations Notification Unit (CONU), Procurement, Human Resources (HR), Legal, as well as external agencies and stakeholders, to support safe and efficient operations across the TBTA and CBDTP network. Through strategic oversight, operational coordination, and leadership of key functional areas, the Senior Director assists the Senior Vice President in advancing the agency's goals of operational excellence, infrastructure reliability, safety, and exceptional customer service.

Responsibilities:

  • Operational Oversight- Supports the Senior Vice President in managing and coordinating staff and consultant resources across operational areas including Facility Management and Capital Project Coordination. Assists in ensuring operational efficiency, safety, and service delivery through effective workforce planning, initiatives, and performance management strategies.
  • Workforce Planning and Scheduling- Supports the development and implementation of staffing plans and schedules based on operational demands, service requirements, and projected workload. Assist leadership in evaluating workforce needs and identifying adjustments necessary to maintain adequate staffing across operational functions.
  • Performance Monitoring and Operational Support- Supports performance monitoring across operational units by assisting in the review of staffing effectiveness, operational performance indicators, and service delivery standards. Provides feedback and recommendations to leadership to improve operational performance and workforce effectiveness.
  • Project Planning and Scope Coordination- Assists in the development and review of project scopes, planning activities, and design concepts to ensure capital projects align with agency priorities, operational requirements, and safety standards.
  • Operational Impact Mitigation- Supports the development of strategies to minimize disruptions to facility operations and customer experience during project implementation, ensuring continuity of service across bridges and tunnels.
  • Safety and Security Integration- Ensures operational safety and security considerations are incorporated and maintained throughout the capital project life-cycle in coordination with relevant operational and safety teams.
  • Strategic Contribution- Through these efforts, the Senior Director supports the Senior Vice President in bridging operational requirements with capital project delivery, ensuring projects are executed efficiently while advancing the agency's long-term infrastructure and operational objectives.
  • Maintenance Program Coordination- Assists in coordinating facility maintenance programs to ensure infrastructure systems operate efficiently and in compliance with applicable local, state, and federal regulations.
  • Inspection and Preventive Maintenance Oversight- Supports the implementation and monitoring of routine inspections, repairs, and preventive maintenance activities for bridges, tunnels, and associated infrastructure to maintain a state of good repair.
  • Operational Maintenance Coordination- Works with engineering teams, maintenance staff, and contractors to identify and address critical maintenance needs in a timely manner while minimizing impacts to facility operations.
  • Infrastructure Reliability and Safety Support- Supports operational leadership in maintaining the reliability, safety, and operational integrity of critical transportation infrastructure across the agency's facilities.
  • Strategic Contribution- Through these efforts, the Senior Director supports the Senior Vice President in ensuring maintenance operations are effectively coordinated and aligned with the agency's long-term infrastructure management and operational objectives.
  • Fleet Operations Coordination- Assists in coordinating the acquisition, maintenance, and lifecycle management of the agency's vehicle fleet to support operational efficiency and reliability across facility operations.
  • Procurement Strategy Support- Supports the development and implementation of procurement strategies for materials, equipment, and services to ensure cost-effectiveness, operational readiness, and compliance with agency procurement policies.
  • Fleet Performance and Utilization Monitoring- Works with fleet management teams to monitor vehicle and equipment performance, identify opportunities to improve utilization, and support operational needs across facilities.
  • Asset Replacement Planning- Assists in planning for vehicle and equipment replacement cycles to ensure fleet resources remain reliable, safe, and capable of meeting current and future operational demands.
  • Strategic Contribution- Through these efforts, the Senior Director supports the Senior Vice President in ensuring fleet resources and operational assets are effectively managed, maintained, and aligned with the agency's operational requirements and long-term objectives.
  • Training Program Oversight- Coordinates and supports the implementation of mandatory training programs for facility management staff involved in maintenance, safety, facility operations, and tolling systems. Works with trainers, subject matter experts, and consultants to ensure training programs align with regulatory requirements, industry standards, and agency priorities.
  • Staff Development and Leadership Pipeline Support- Assists in identifying high-potential employees within operational units and supports initiatives aimed at developing future leaders through mentoring, training opportunities, and succession planning strategies.
  • Emergency Preparedness and Response Coordination- Assists in the development, implementation, and continuous improvement of emergency response protocols for infrastructure-related incidents, severe weather events, and other operational emergencies.
  • Inter-agency Coordination- Works with internal divisions, emergency response agencies, and governmental partners to support preparedness planning, communication protocols, and coordinated response efforts.
  • Operational Incident Support- Supports leadership during emergency situations by coordinating operational response activities aimed at minimizing service disruptions and ensuring the safety of the traveling public and agency personnel.
  • Labor and Workforce Coordination- Supports ongoing collaboration with labor unions representing law enforcement personnel during the transition period, helping facilitate communication, coordination, and workforce adjustments associated with organizational changes.
  • Strategic Contribution- Through these efforts, the Senior Director supports the Senior Vice President in strengthening the agency's emergency preparedness, operational resilience, and workforce transition initiatives while ensuring continued safe and reliable service across the transportation network.
  • Performs other duties as assigned

Qualifications

  • Bachelor's Degree in Arts/Sciences (BA/BS) in Engineering, Transportation, Systems, Technology, Project Management, Facility Management, Fleet Management, Asset Management or a related field preferred. An equivalent combination of education and experience may be considered.
  • Minimum 12 years of progressive experience in facility management, transportation operations, infrastructure, or a related field
  • Minimum 8 years in management or supervisory role in a large, multi-faceted organization.
  • Valid Driver License in the State of New York
  • Proficient in Microsoft Office Suite and document management software.
  • Excellent communication and interpersonal skills.
  • Demonstrate ability to build relationships and working collaboratively with internal stakeholders.
  • Demonstrate ability to effectively work in a high-profile, high-pressure environment.
  • Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.
  • This role requires on-site availability during emergencies and participation in crisis response efforts.
  • Must be able to work flexible hours, including nights, weekends, and holidays, as required.
  • Ability to travel to TBTA facilities and respond during emergencies
  • Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.
  • Must possess excellent team building, listening, problem solving, and prioritization skills.
  • Ability to successfully interact with internal and external stakeholders at all levels
  • Substantial experience leading and managing a unionized workforce and/or consultant/contractor/vendor staff.

Preferred:

  • Specialized knowledge of Facility Operations; Maintenance; Revenue Protection; Safety Policies and Procedures
  • Knowledge of additional software products such as VISIO, Power BI, KRONOS, PeopleSoft
