The company is a respected construction organization specializing in federal and Department of Defense (DoD) construction programs across the United States and the Indo-Pacific region. The company delivers complex projects through a variety of federal procurement methods including Design-Bid-Build, Design-Build, IDIQ/MATOC contracts, and negotiated procurements.
With an expanding portfolio of work across Guam, Hawaii, and the broader Pacific Theater, they are recognized for their ability to successfully navigate the logistical, regulatory, and operational challenges associated with federal construction. Their Federal Services Division partners closely with agencies such as USACE, NAVFAC, AFCEC, and GSA to deliver mission-critical facilities and infrastructure.
Due to continued growth and a strong pipeline of opportunities, the company is seeking an experienced Senior Estimator – Federal to lead pricing strategy and estimating for complex federal construction pursuits.
About the Position
The Senior Estimator – Federal will lead the development of accurate, competitive, and compliant cost proposals for federal and DoD construction projects. This individual will play a critical role in pursuit strategy, subcontractor engagement, and executive-level pricing decisions.
The position requires deep experience with federal acquisition processes, pricing structures, and proposal compliance, along with the technical expertise to build detailed bottom-up estimates across multiple contract delivery methods.
Working closely with Operations, Project Management, Scheduling, Safety, QA/QC, and Business Development teams, the Senior Estimator will ensure cost proposals align with project scope, risk considerations, and overall company strategy.
Key responsibilities include:
- Leading detailed bottom-up estimates for labor, materials, equipment, subcontractor scopes, indirect costs, escalation, contingencies, and risk allowances
- Interpreting and applying RFP/RFQ requirements, specifications, drawings, and wage determinations
- Developing pricing strategies aligned with federal acquisition methods such as Best Value, LPTA, and negotiated procurements
- Soliciting, analyzing, and qualifying subcontractor and supplier pricing
- Supporting proposal teams through pricing narratives, Basis of Estimate (BOE), and price justification documentation
- Identifying cost, scope, and schedule risks and advising leadership on mitigation strategies
- Maintaining strong estimating quality controls to minimize omissions and pricing exposure
- Mentoring junior estimators and contributing to continuous improvement of estimating practices
Requirements
- Bachelor's degree in Engineering, Construction Management, or related technical discipline
- 7+ years of construction estimating experience
- Strong experience estimating federal or Department of Defense construction projects
- Demonstrated project pricing experience with agencies such as:
- USACE
- NAVFAC
- AFCEC
- GSA
- Advanced ability to interpret construction drawings, specifications, and solicitation documents
- Experience leading estimates for both Design-Build and Design-Bid-Build procurements
- Familiarity with federal procurement regulations, wage determinations, and subcontracting requirements
- Ability to manage multiple pursuits simultaneously in deadline-driven environments
- ConstructConnect / SmartBid
- Pipeline Suite
- HCSS
- Sage
- Trimble or similar systems
Preferred Qualifications
- Experience estimating projects for NAVFAC, USACE, or other DoD agencies
- Experience with IDIQ/MATOC contract vehicles
- Experience working on active military installations
- Familiarity with UFGS specifications and Division 01
- Experience working OCONUS, particularly in:
- Guam
- Hawaii
- Indo-Pacific region
