The primary purpose of this position is to support the Director of Finance, Assistant Director of Finance and Billing and Collections Manager with tax enforcement, licensing, and compliance work.
Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Conducts investigations on problematic taxpayer accounts, including auditing business data.
- Conducts investigations of tax violations, including auditing business data, handles taxpayer complaints, collects taxes, and advises taxpayers on licensing and filing requirements related to Tourism license taxes.
- Plans, designs, implements, and organizes tax enforcement programs.
- Prepares or oversees the preparation of legally acceptable affidavits and related documents for use in the prosecution of tax violators.
- Prepares and analyzes various financial reports.
- Prepare schedules for annual audit and financial statements.
- Assist in annual budget preparation.
- Analyzes applicable data to propose solutions to various inquiries/special projects for other departments, including working with upper level management on projects sensitive in nature.
- Monitors operational internal controls, identifying/evaluating applicable levels of risk and mitigating factors.
- Various projects and tasks as assigned.
Minimum Training and Experience Required
- Bachelor's degree in accounting, finance, or business, with five years' experience in an accounting and/or auditing environment.
- Advanced knowledge and skill in spreadsheets.
- Valid Driver's license required.
- Ability to effectively communicate orally and in writing to various City Department Directors, elected officials, and City staff.
- Municipal/state government finance experience preferred.
- Any combination of education and experience that provides equivalent knowledge, skills, and abilities.
Work Environment
- Generally work in safe and comfortable conditions, but may be exposed to construction and natural site environmental factors such as temperature variations or extremes, odors, toxic agents, noise, wetness machinery, electrical currents, dust, etc.
- Travel between locations of varying environments is required with a frequent need to individually traverse upon construction and/or natural sites.
