Senior Grants Management Analyst
Position Title: Senior Grants Management Analyst
Role Summary
The Senior Grants Management Analyst functions in a senior-level grants management capacity and provides off-site grants support services for FHWA competitive grant programs.
This role assists with the full range of pre-award, post-award, and compliance activities in conformance with regulations including 2 CFR Part 200. The analyst provides expert technical advice and consultation in grants management areas, implements new developments, and provides policy interpretation.
Key Responsibilities
- Assist with drafting Notices of Funding Opportunities (NOFOs) and posting NOFOs on Grants.gov in accordance with agency procedures.
- Assist with processing grant/agreement applications to support selection of grant/agreement awards, reviewing for compliance, clarity, and completeness.
- Conduct budget analysis and evaluation.
- Conduct risk assessments in accordance with 2 CFR 200.206 and agency procedures.
- Conduct grant award analysis for compliance with Federal laws (including but not limited to 2 CFR Part 200) and Departmental policy.
- Prepare all award documentation for government review, such as grant awards, risk and budget memorandums, and creation of records in applicable systems.
- Ensure all assigned actions are accurately and completely entered into applicable systems.
- Complete and maintain compliant electronic award files as prescribed by the government.
- Provide analysis and recommendations on matters related to grant management to ensure efficient administration.
- Examine grantee progress and reports, follow up with recommended refinements, and provide observations as necessary.
- Analyze recipients' reimbursement requests for compliance with award terms and conditions and provide recommendations for approval or disapproval.
- Draft amendments and complete supporting documentation for the Agreement Officer's review.
Required Qualifications
- Bachelor's degree.
- Minimum of six (6) years of direct Federal grants experience.
Preferred Qualifications
- Thorough knowledge of Federal Assistance practices and policies.
- Expert understanding of the full grant lifecycle.
- Knowledge and familiarity using systems such as ESC PRISM and GrantSolutions.
- Knowledge of and familiarity with Federal construction grant programs and infrastructure projects.
- Direct experience supporting Federal agencies and Federal competitive grant programs.
Tools / Systems
- ESC PRISM, GrantSolutions, FHWA's Fiscal Management Information System (FMIS), USA Spending.
- Microsoft technologies such as Lists, SharePoint, and Outlook.
- Note: Transitioning to Google products by the end of FY26.
Work Location & Hours
- Off-site at the Contractor's facility.
- Provide sufficient coverage during FHWA's official business hours: 8:00 AM - 4:30 PM ET.
- Staff working hours: 7:00 AM - 6:00 PM local time.
