Job Summary:
Provides city-wide operational and field-level Human Resources support to management and supervisory staff, and to all employees in assigned departments, on complex issues arising in the areas of recruitment and staffing, benefits, risk management, and performance management. Serves as the primary administrator of the City's recruitment and onboarding system and secondary administrator to the City's benefits system. In collaboration with others working in Risk, works to minimize risk exposure and to ensure risk management programs are initiated effectively and meet the City's Human Resources needs. This position reports to the Human Resources and Benefits Supervisor.
Hiring Range: $69,118.40-$79,486.00
ESSENTIAL DUTIES AND RESPONSIBILITIES:

Management
- Effectively manages assignments and priorities to ensure the fulfillment of projects, tasks, and responsibilities
- Follows suggested procedures to assure the highest standards of risk management, employee safety, and risk avoidance
Technical
- Handles complex Human Resources issues arising in recruitment and staffing, risk management, and performance management city-wide
RECRUITMENT
Serves as Workday Recruitment Administrator and On-boarding Administrator
Collaborates with hiring managers to:
Develop a recruitment strategy for each vacancy to include a timeline, job posting, advertising, use of social media, development of interview questions, scoring tools, work-related exercises, etc.
Secure approval of job requisitions
Understand recruitment objectives and ensure the accuracy of job postings
Ensures updated processes reflecting mission, vision, and values are accomplished
Ensures online human resources content and recruitment information is accurate and up to date
Participates in the interview and selection process to ensure all necessary policies, procedures, and laws are followed
Ensures testing and assessment, when needed, are job-related and equitably and fairly conducted
Conducts training on human resources and risk topics, including but not limited to equal employment opportunity, recruitment/selection, workers' compensation, Family Medical Leave Act (FMLA), Veterans' Preference, etc.
BENEFITS
- Provides customer service support to employees, vendors, and retirees regarding group benefits to include the City's various benefit programs, such as: Group Health & Welfare, Retirement, Wellness, and FMLA
- Ensures accuracy and timeliness of benefit enrollment processes and status change administration in compliance with IRS guidelines, including benefit systems data entry and maintenance
- Administers FMLA requests promptly while ensuring effective communication and collaboration with other stakeholders
- May conduct new employee onboarding
RISK
- Works to minimize risk exposure and ensure risk management programs are initiated effectively and meet the needs of the City from a Human Resources perspective, including, but not limited to, occupational health and workers' compensation programs, etc.
- Coordinates post-offer processes for assigned areas:
- Orders post-offer physicals and job-related testing
- Communicates with selected applicant regarding any questions and status updates
- Ensures applicants have successfully completed all required background checks and physical testing
- Coordinates onboarding appointment with hiring manager
PERFORMANCE MANAGEMENT
Provides:
Training to assigned staff on the City's Performance Management Policies, Programs, and Software (i.e., CWA, IAFF, PBA, and Non-Rep)
Expertise in the assigned department's organizational development needs
Customer service support to designated departments on the Performance Management software
Partners with departments to ensure best practices

EMERGENCY RESPONSE STATUS: As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.
MINIMUM QUALIFICATIONS
Education and Experience:
- Bachelor's degree (Master's degree preferred) in Human Resources, Public or Business Administration, or directly related field, and five (5) years of professional generalist work experience (in the areas listed above)
- Advanced level proficiency with business software such as spreadsheets, word processing, and database applications, and proprietary software or applicant tracking system
- Advanced SHRM (SHRM-SCP) or HRCI (SPHR) certification is preferred
- Valid Driver's License
Knowledge, Skills, and Abilities:
Advanced knowledge of federal/state/local employment-related laws and regulations related to human resources, in addition to City policies, procedures, and provisions of collective bargaining unit agreements
Superior communication skills, both verbally and in writing, necessary to interact with staff at all levels of the organization, vendors, and the public, and facilitate effective presentations to a wide variety of audiences
Demonstrated ability to:
Identify and learn concepts, competencies, systems, best practices, and execute a strategy for a successful implementation of new processes or programs
Research, analyze, and understand data collected from a variety of sources and prepare summary reports
Partner with departments to help guide decision-making and offer proactive solutions, and manage multiple tasks with competing priorities

WORK ENVIRONMENT & PHYSICAL REQUIREMENTS
Work Environment: 95% inside a climate-controlled building; 5% outside at off-site locations.
Physical Requirements: The essential functions of the job require sitting approximately six (6) hours per day, standing approximately one (1) hour per day, and walking approximately one (1) hour per day. The job also requires frequent fine manipulations and grasping, with occasional repetitive motion and lifting/carrying objects up to 25 pounds. On rare occasions, the work requires bending/stooping, kneeling, pulling, pushing, reaching, lifting/carrying objects weighing up to 44 pounds.
Sensory Requirements: Hearing: Sufficient to clearly understand what others are saying in normal conversation and on the telephone. Speaking: Sufficient to communicate verbally with others and speak effectively on the telephone. Seeing: Sufficient to see and read computer monitor screens and read normal and/or fine print.
Driving Requirements: Requires occasional driving and possession of a valid Florida Driver's License.
Technology: The work requires the ability to operate telephones, smartphones, tablets, photocopiers, printers, desktop and/or laptop computers, calculators, and all associated software. The work also requires proficiency with computer hardware and software programs, including word processing, spreadsheet, and/or database applications, internet applications, and database management.
