Position Overview

Our client is seeking an experienced Senior IT Procurement Business Analyst / Project Manager to support enterprise procurement and contract management initiatives within a State Government environment. This role requires a professional with extensive experience managing IT procurements, gathering business requirements, developing solicitation documents, coordinating stakeholders, and ensuring compliance with State procurement regulations.

The successful candidate will work closely with internal business units, Information Technology Services (ITS), and external vendors to procure IT products, software, services, and technical resources while ensuring adherence to State procurement laws and established procurement guidelines.

This is a 100% onsite position requiring strong project coordination, procurement expertise, and stakeholder communication skills.

This position is with Mississippi Department of Human Services (MDHS) and requires a mandatory fingerprint background screening.

Please Note:

  • The fingerprint clearance process is lengthy and may take up to one month.
  • Candidates must not resign from their current employer immediately after accepting an offer.
  • Candidates should wait until fingerprint clearance has been completed before submitting notice to their current employer.
  • Candidates currently working on contracts ending within the next month are highly preferred.
Key Responsibilities

The selected candidate will be responsible for:

  • Managing IT procurement and contract management activities from initiation through completion.
  • Providing project management and oversight for procurement initiatives.
  • Ensuring procurement activities comply with Mississippi State laws and Information Technology Services (ITS) procurement guidelines.
  • Gathering, documenting, and validating business requirements from stakeholders.
  • Developing Requests for Proposals (RFPs) in accordance with State procurement procedures.
  • Creating additional solicitation documents for acquiring software, hardware, professional services, and technical resources.
  • Coordinating proposal evaluations, bid reviews, scoring, and vendor selection processes.
  • Performing market research and product evaluations to identify the best technology solutions for agency needs.
  • Working collaboratively with ITS to obtain procurement guidance and project oversight.
  • Facilitating communication between business stakeholders, technical teams, procurement offices, and vendors.
  • Monitoring procurement timelines, deliverables, and project milestones.
  • Supporting multiple concurrent procurement and technology initiatives.
Required Qualifications

Candidates must demonstrate the following experience on their resume:

Required SkillMinimum Experience
Business requirements gathering, documentation, and communication10+ years
Writing business requirements, user stories, business processes, and workflows10+ years
Organizing project teams and managing work plans across multiple projects10+ years
Business Analyst and/or Project Manager experience10+ years
Experience working within State Government10+ years
Experience creating IT procurement solicitations (RFPs, RFQs, RFIs, etc.) for software and services10+ years
Preferred Qualifications

The following qualifications are preferred but not required:

  • Certified Mississippi Purchasing Agent (CMPA) Certification
  • Experience working with Mississippi Information Technology Services (ITS)
  • Knowledge of State procurement laws, regulations, and contracting processes
  • Strong vendor management and contract administration experience
  • Excellent written and verbal communication skills
  • Strong stakeholder management and negotiation abilities
