Job Description

Constellation Inc. is seeking a Senior Manager to support the Homeland Security Team. The Senior Manager will play a critical leadership role in overseeing nationwide I-9 Audit Support Services and ensuring the successful execution of a complex, compliance-driven federal program. The Senior Manager is responsible for providing strategic direction, operational oversight, and management control across all contract activities. The Senior Manager serves as Key Personnel and acts as the primary point of contact for the Government, ensuring contractor performance aligns with U.S. Immigration and Customs Enforcement (ICE), Homeland Security Investigations (HSI) worksite enforcement objectives, federal regulations, and contract requirements. The role requires close coordination with Government stakeholders, leadership of geographically dispersed teams, and accountability for quality, staffing, and delivery outcomes. The ideal candidate is a senior federal programs leader with ICE HSI Audit experience, managing compliance-driven, audit-focused, or investigative support contracts, and a proven ability to lead teams in a highly regulated law-enforcement environment.

Key Responsibilities

  • Provide executive-level leadership and direction across all I-9 audit support activities performed under the contract.
  • Serve as the primary liaison to the Contracting Officer’s Representative (COR) and designated Government program officials.
  • Manage high-complexity, multi-site operations, ensuring performance meets contractual, regulatory, and mission requirements.
  • Plan, allocate, and manage staffing resources to support steady-state operations and surge requirements.
  • Oversee contractor personnel embedded with HSI field offices and ensure adherence to DHS, ICE, and HSI policies and standards.
  • Apply deep knowledge of compliance, audits, and federal program management to guide execution and resolve operational issues.
  • Implement and oversee quality assurance and quality control processes to ensure accuracy, timeliness, and completeness of deliverables.
  • Identify program risks, develop mitigation strategies, and report issues and resolutions to Government stakeholders.
  • Lead recurring status meetings, briefings, and performance reviews; prepare reports and presentations for senior Government leadership.
  • Evaluate workflows, recommend efficiencies, and support continuous process improvement aligned with worksite enforcement objectives.
  • Support training, onboarding, and professional development of contractor personnel to maintain program readiness and compliance.
  • Ensure all program activities support lawful, ethical, and defensible enforcement outcomes.

The ideal candidate must have the following experience, background, and credentials:

  • An advanced degree (MA/MS) or a bachelor's (BA/BS) degree in Business, Management, Policy, Accounting, Finance, Information Systems, or a similar field.
  • Professional Certifications (CPA, CFA, PMP, Data Programming)
  • Minimum 10 years of relevant experience with a master’s degree, or 15 years with a bachelor’s degree, supporting federal programs or contracts.
  • At least 2 years of experience managing personnel and projects of similar scope, complexity, and regulatory sensitivity.
  • Demonstrated experience in federal contract management, audit or compliance support, and operational oversight.
  • Strong understanding of federal regulations, administrative processes, and internal controls.
  • Proven ability to lead geographically dispersed teams in high-visibility, compliance-focused environments.
  • Excellent written and verbal communication skills, including experience briefing senior Government officials.
  • Proficiency with Microsoft Excel, PowerPoint, and Word.

Preferred Skills:

  • PMP, CFA, CPA certification
  • 10+ years of experience in I-9 Audit Support
