This position is eligible for telework, which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

Job Summary:

The Senior Manager, Solicitation Management, is responsible for managing the functions of the Solicitation Management group, such as receipt of solicitations for purchase bids and construction/non-construction contracts. Responsible for processing, advertising, opening, and tabulating/verifying formal solicitations. Additional responsibilities include providing customer services for MTA Procurement and the outside vendor community. This position is expected to be delegated the full responsibility of the Director, Solicitation Management during absences. This group services both MTA Procurement and MTA C&D Contracts.

Responsibilities:

  • Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
  • Oversee the process of new solicitations for bids from MTA Procurement and MTA C&D. Forward to staff for processing and review bid documents prepared by staff. Place all advertisements in a major newspaper and on the New York State Contract Reporter as required and update MTA websites.
  • Receive and review all addenda for accuracy. Forward to staff for processing and notify procurement representatives when addenda are processed. Ensure that all Bid Solicitation contract folders are updated.
  • Receive and review all vendor requests for solicitation documents. Forward to staff for processing. Update contract folders with completed requests. Notify requesting vendors on status.
  • Prepare and monitor bid opening proceedings livestreamed via YouTube.com
  • Provide excellent customer service for both internal and external customers
  • Ensure that all Solicitation Management system databases are updated. Review event contract folders, ensuring that all event transactions are documented and detailed in the folder.
  • Reviews staff entries in the BidTrac solicitation tracking system to ensure that all data has been entered correctly and all event status is up to date. Maintains the department's access database for procurement construction and non-construction projects. Reviews access database to prepare weekly reports on currently scheduled event information for Procurement senior management.
  • Maintains the MTA Procurement website by adding/removing event solicitations; updating event records such as bid opening dates and agenda to reflect current solicitation status; updating event bid results and livestream videos of event bid opening recordings; and updating event plan holder's listings weekly.
  • Act in delegation for the Director in their absence
  • Handle union grievances associated with represented staff within Solicitation Management.

Required Knowledge/Skills/Abilities:

  • Must have knowledge of Procurement processes and Strategic Sourcing
  • Excellent communication and interpersonal skills.
  • Excellent organizational and presentation skills.
  • Demonstrated ability to communicate effectively with key internal and/or external stakeholders.
  • Demonstrated analytical capabilities and quantitative skills.
  • Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.

Required Education and Experience:

  • Bachelor's Degree in Arts/Sciences (BA/BS) in Business, Transportation, Public Policy, or a related field or an equivalent combination of education and experience from an accredited college may be considered in lieu of a degree.
  • Minimum 7 years of related experience.
  • Minimum 3 years in a managerial and or/leadership role.

  • Demonstrated ability to work with all internal levels within a given organization. External agencies may include the Governor's Office for New York State, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.
  • Demonstrated ability to work in a high-profile, high-pressure environment effectively.
  • Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area of responsibility.
  • Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.

Other Information

May need to work outside of normal work hours (i.e., evenings and weekends)

Travel may be required to other MTA locations or other external sites.
