Job Description
The Capitol Region Council of Governments (CRCOG) is seeking a dynamic, collaborative, and experienced professional to become our newest Senior or Principal Transportation Engineer. This position is responsible for planning and engineering activities within the Transportation Planning Department and reports to the Director of Transportation Planning. Note: This position is advertised at Grade 5 or Grade 6, depending on qualifications, and the salary range reflects both grades. CRCOG has posted three concurrent positions in its Transportation Planning Department. Depending on the strength of the applicant pool, CRCOG intends to hire two of the three.ESSENTIAL DUTIES AND RESPONSIBILITIES Manage corridor studies, federal funding programs, and special projects with a focus on highway, traffic, and safety; Oversee project selection, contract administration, and consultant activities; Consult with municipal engineers and public works staff and provide technical assistance on transportation engineering matters; Conduct project traffic analyses and concept development for transportation improvements
Collaborate with working with staff from the Connecticut Department of Transportation (CTDOT), federal agencies, and municipalities.Perform technical research; prepare engineering reports and recommendations and present information to the Agency and member communities. Supervise the evaluation of design plans, specifications, and contract documents of projects by staff and engineering consultants under contract. Review and comment on engineering and development plans submitted by member communities, private land developers, subdividers, and contractors.Supervise one or more transportation planning staff members (Principal level)Perform other duties as assignedMINIMUM QUALIFICATIONS The successful candidate will hold a four-year degree from an accredited college or university with a major in civil engineering or a closely related field. A graduate degree is preferred. An equivalent combination of training will be considered.Senior Engineer Level (Grade 5): Five years of increasingly responsible experience. An Engineer-in-Training (EIT) certification is required.Principal Engineer Level (Grade 6) Seven years of increasingly responsible experience. An Engineer-in-Training (EIT) certification but a Connecticut Professional Engineer (P.E.) license is preferred.Master's degree, EIT and PE will count towards years of experience. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of:Transportation engineering; Transportation safety planning; Federal transportation planning regulations and CTDOT policies; Government operations and project management
Ability to: Speak in public, providing information and answering questions
Prioritize work assignments across multiple concurrent projects and remain effective under pressure of variable deadlines.Establish and maintain highly effective working relationships with CRCOG management and staff, committee members, municipal officials, consultants, and members of the public. Skills:Strong oral and written communication skills; Proficiency with word-processing and spreadsheets and other software. WORK ENVIRONMENT AND PHYSICAL DEMANDS Work is performed mostly in an office setting and remotely. CRCOG currently has a 50/50 hybrid policy.
