Senior Program Manager / Acquisition Specialist TS/SCI - CI Poly Onsite in Chantilly Virginia We offer 2 employee compensation models. Salaried or consultant (w2). Salaries start at 250k and w2 consultant starts at 140 an hour. Salary and/or Hourly rates will increase with experience. Benefits are available such as Health/Dental/Vision/401K/EAP/Life insurance and LTD-STD Position Summary The Senior Program Manager / Acquisition Specialist provides strategic acquisition planning, program management, and contracting expertise to support complex government programs throughout the acquisition lifecycle. The successful candidate will serve as a trusted advisor to program leadership, ensuring acquisition strategies, contract actions, and program execution comply with applicable statutory authorities, the Federal Acquisition Regulation (FAR), agency acquisition policies, and organizational objectives. This position requires extensive experience managing acquisitions from requirements definition through contract closeout while coordinating with program managers, contracting officers, legal counsel, financial managers, and technical stakeholders. Key Responsibilities Provide acquisition and program management leadership in support of the Program Manager, enabling successful execution of mission objectives across cost, schedule, performance, and risk parameters. Develop and evaluate acquisition strategies, contract strategies, financial summaries, acquisition schedules, and risk assessments. Provide expert guidance on the Federal Acquisition Regulation (FAR), agency acquisition manuals (including NAM), statutory authorities, and applicable acquisition policies. Advise program leadership on the selection and use of appropriate contract vehicles, including: Indefinite Delivery/Indefinite Quantity (IDIQ) contracts Other Transaction Authorities (OTAs) Time-and-Materials (T&M) contracts Cost-Reimbursement contracts Basic Ordering Agreements (BOAs) Conduct and oversee market research to identify commercial capabilities, acquisition approaches, and industry trends. Support requirements definition and acquisition documentation to ensure complete, executable acquisition packages. Develop solicitation packages, including Requests for Proposal (RFPs), Requests for Quotations (RFQs), and Invitations for Bid (IFBs). Support source selection activities in accordance with FAR Part 15, including source selection planning, development of evaluation criteria, proposal evaluations, and competitive range determinations. Participate in contract negotiations, responsibility determinations, award recommendations, and post-award debriefings. Provide acquisition support during contract administration, including performance monitoring, contract modifications, invoice review, and contract closeout. Advise leadership on competition requirements, including full and open competition, exceptions to competition, and the use of Simplified Acquisition Procedures. Apply organization-specific acquisition policies and procedures, including National Reconnaissance Office (NRO) acquisition considerations, as applicable. Collaborate with contracting officers, legal counsel, finance personnel, and technical teams to mitigate acquisition risks and ensure successful program execution. Prepare executive-level briefings, acquisition documentation, and program status reports for senior leadership. Required Qualifications Extensive knowledge of the Federal Acquisition Regulation (FAR), statutory acquisition authorities, and agency acquisition policies. Experience supporting National Reconnaissance Office (NRO) Demonstrated experience managing the complete acquisition lifecycle, including: Requirements definition Market research Acquisition strategy development Pre-award activities Contract award Post-award contract administration Contract closeout Experience developing acquisition strategies and supporting complex source selections. Working knowledge of multiple contract types, including IDIQ, OTA, Time-and-Materials, Cost-Reimbursement, and Basic Ordering Agreements. Experience supporting or leading proposal evaluations, negotiations, contract modifications, and performance management. Strong analytical, organizational, communication, and stakeholder engagement skills. Ability to manage multiple acquisition efforts in a fast-paced, mission-focused environment. Preferred Qualifications DAWIA Level III Certification in Program Management (preferred). Experience supporting major acquisition programs with cross-functional government and contractor teams. Knowledge of acquisition risk management, budgeting, and program execution methodologies.#CJ
