Job Description

Senior Project Manager – OCM  

Location: Remote 

Salary: $110-140k 

Sabot Consulting is seeking a Project Manager to provide structured project leadership and Organizational Change Management support for large, complex IT initiatives within a public‑sector environment. This role supports the client by managing OCM-related project activities, coordinating stakeholders, and ensuring delivery of change management artifacts that drive readiness, adoption, and sustained organizational change for an IT Systems Modernization program. The Project Manager operates in a lead capacity for defined workstreams and interfaces with government stakeholders, project teams, and external partners to support successful transformation outcomes. 

Responsibilities: 

  • Lead and coordinate OCM activities across assigned project workstreams, ensuring alignment with overall FITSM project goals and schedules. 

  • Apply OCM principles, methods, techniques, and tools to support stakeholder readiness, adoption planning, communications, training, and resistance management. 

  • Manage day‑to‑day execution of OCM deliverables, including stakeholder impact assessments, readiness assessments, engagement plans, and training support materials. 

  • Facilitate and lead meetings, workshops, and working sessions with internal DOJ teams and external stakeholders. 

  • Support development and execution of communications, training strategies, and adoption activities tailored to diverse stakeholder groups. 

  • Provide OCM services to government agencies, ensuring compliance with public‑sector standards, governance, and documentation requirements. 

  • Coordinate closely with the Senior Project Manager to track progress, manage risks and issues, and escalate concerns as appropriate. 

  • Contribute to status reporting, metrics tracking, and documentation required for DOJ oversight and acceptance. 

  • Support knowledge transfer activities to ensure DOJ staff can sustain OCM practices beyond the contract period. 

Must Have: 

  • Project Management Professional (PMP) certification from the Project Management Institute (PMI). 

  • Active Organizational Change Management certification from a recognized, industry‑standard organization (e.g., Prosci or Association of Change Management Professionals, Certified Change Management Professional CCMP). 

  • 5 years of broad, progressively responsible experience applying OCM principles, methods, techniques, and tools.  

  • 3 years of experience providing OCM services to government agencies. 

  • 2 years of experience training large organizations. 

  • 3 years of experience leading and facilitating team meetings. 

Nice To Have: 

  • Master’s degree from a recognized college or university, or equivalent additional qualifying experience. 

  • 6 or more years of OCM experience, with 4 or more years in a lead capacity.
