  • Develop strategic recommendations, executive briefings, contract assessments, and decision-support materials for senior program and business leadership.

  • Collaborate with cross-functional teams, including contracts, legal, finance, technical, and program management personnel, to address complex contractual and business challenges.

  • Identify and evaluate contractual, financial, operational, and programmatic risks, recommending practical solutions to support successful contract execution.

  • Provide guidance on Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, task orders, contract modifications, and alternative acquisition strategies.

  • Independently plan, conduct, and lead specialized research and analysis resulting in recommendations and solutions to complex, high-visibility challenges.

  • Serve as a senior subject matter expert on complex federal healthcare technology contracting matters, providing independent assessments and recommendations to support informed decision-making and successful program outcomes.

  • Interface effectively with senior client and management personnel regarding strategic issues and perform effectively under demanding assignments and compressed timelines.

Required Qualifications:

  • Extensive experience with federal acquisition strategies, complex contractual arrangements, enterprise technology agreements, and advising senior leadership on federal contracting matters.

  • Demonstrated expertise in FAR, DFARS, federal procurement regulations, and government contracting practices.

  • Strong understanding of enterprise software licensing, contract pricing, intellectual property, data rights, and complex technology acquisition structures.

  • Experience supporting major federal technology programs involving multiple stakeholders, significant contract values, and complex contractual requirements.

  • Demonstrated ability to independently evaluate complex business and contractual challenges and develop innovative, actionable recommendations.

  • Exceptional analytical, written communication, and executive-level presentation skills.
