Job Description
STV is seeking a Senior Tunneling Project Manager to join our Centers of Excellence team in New York City. This role will support and lead complex underground infrastructure projects across the NYC metro region and nationally, including large-scale transit, rail, and water tunneling programs.
The Senior Tunneling Project Manager will work closely with senior technical leadership and project managers to deliver high-profile tunnel projects through design, construction, and QA/QC phases.
This position offers the opportunity to work on large, technically complex tunneling programs and collaborate with experienced tunneling professionals across STV's national practice.
Key Responsibilities
Serve as a Senior Project Manager for tunnel and underground structure projects, overseeing scope, schedule, budget, and technical delivery
Lead or support tunnel construction management and QA/QC services, including monitoring of TBM operations, slurry treatment plants, segmental lining installation, and tunnel internal structures
Provide technical oversight for TBM tunneling methods (EPB, Slurry Pressure Balance, Microtunneling), shaft construction, and mined tunnel operations
Review and contribute to tunnel work plans, quality plans, safety plans, and method statements
Coordinate with owners, contractors, designers, and internal discipline leads to resolve technical and constructability challenges
Support design review efforts, including tunnel lining systems, geotechnical baseline reports (GBRs), tunnel calculations, and risk assessments
Oversee compliance with environmental permits and regulatory requirements (e.g., SWPPP, water quality permits)
Mentor junior engineers and project staff; contribute to team development and technical knowledge sharing
Assist with proposal development, technical writing, and pursuit strategies for tunneling and underground projects
Support project controls, budgeting, forecasting, and schedule coordination in collaboration with project controls teams
Required Qualifications
Bachelor's degree in Civil, Structural, or Geotechnical Engineering (Master's degree preferred)
15+ years of experience in tunneling and underground construction, including large-diameter TBM projects
Demonstrated experience working on major infrastructure projects (transit, rail, water, or highway tunnels)
Strong technical knowledge of: TBM operations (EPB and/or Slurry Pressure Balance), Segmental tunnel lining systems, Slurry treatment plants and ground conditioning, Tunnel QA/QC and construction monitoring
Experience managing or supporting construction-phase tunnel projects
Proven ability to interface with clients, contractors, and multidisciplinary teams
Professional Engineer (PE) license preferred
Strong written and verbal communication skills
Willingness to support occasional field assignments and site-based work as needed
Desirable Experience
Prior experience on NYC-area tunneling projects (e.g., transit, rail, or water infrastructure)
Experience supporting both design review and construction QA roles
Background in proposal leadership, pursuit strategy, or technical writing
Experience working with international contractors, joint ventures, or TBM manufacturers
Compensation Range:
$204,645.30 - $233,880.34
