Pacific Missile Range Facility - Barking Sands Kekaha, Kauai, Hawaii Project Summary This position supports the Emergency Post-Hurricane Lowell Facility Damage Assessment at PMRF Barking Sands, and several remote sites in Kauai. Operating under a NAVFAC Pacific Command solicitation, the purpose of this immediate-action contract phase is to evaluate damage from Hurricane Lowell with 92 MPH gusts and 17 inches of rain across multiple facilities, and miles of fencing. On-ground assessment duration is short: deployment imminent. Special conditions include strict federal base access approvals (DBIDS), entirely contractor-furnished logistics (post-storm environment), and air-freighted field operations with no initial barge dependencies. All logistics and accommodations provided. Key Responsibilities
  • Deploys with the advance party to establish safety protocols on ground.
  • Develops and enforces activity hazard analyses (AHAs) before field teams enter any storm-damaged structure.
  • Monitors mitigates extreme site hazards, including downed utility lines, fall exposure during roofing walkdowns, saturated roof decking, and mountain road transit risks.
Qualifications & Requirements
  • Verification of compliance with USACE EM 385-1-1 safety standards, credentials required for Contractors working on Naval Facilities Command projects.
  • Current, unexpired USACE/NAVFAC CQM-C certification.
  • Current, unexpired 40-Hour Engineers Manual 385-1-1 Certification.
  • OSHA 30-hour construction safety certification.
  • Minimum of 5 years' continuous recent construction or contingency safety experience, with specific, advanced training in fall protection and electrical hazard awareness.
  • Experience using field tablets to log safety violations, map high-risk power lines or structural collapse area zones, attaching photo evidence to safety logs with Procore, Autodesk Build, Fulcrum, or similar custom GIS/ESRI forms.
US Naval Facilities Specific
  • Comprehensive understanding of NAVFAC safety reporting procedures, military site protocol, and strict EM 385-1-1 field enforcement.
  • Direct experience with NAVFAC Three Phases of Control quality architecture.
  • Post-storm accelerated mold/hazardous material screening.
Hurricane Assessment Context
  • Direct experience managing site hazard dynamics in immediate aftermath disaster zones, including exposed infrastructure, chemical spills, structural collapses, and tracking remote-site travel safety.
