Position Summary

The Social Work Program & Evaluation Manager is a Licensed Master Social Worker (LMSW) responsible for developing and implementing a consistent, practical program evaluation system across Community Resource Centers (CRCs) and the broader Programs Department. This role integrates macro social work practice (systems development, community needs assessment, and program evaluation) with mezzo practice (intern supervision and community engagement).

Serving in a non-clinical, community-based role focused on advancing health equity and food security by addressing social determinants of health at the neighborhood level. This position plays a critical role in improving how services are delivered and experienced by neighbors by ensuring programs are informed by real community needs and connected to a broader network of support.

This position supervises, trains, and supports social work interns placed at Community Resource Centers and coordinates intern-led efforts to help neighbors navigate community resources for food access, healthcare, housing stability, transportation, and other social determinants of health. This includes building systems to gather meaningful feedback from neighbors and partners, identifying service gaps, and ensuring programs are responsive and impactful. The primary focus of this position is to ensure the organization deeply understands the needs of the neighbors it serves, measures the effectiveness of programs, and strengthens connections to supportive services in the community. This position will also focus on systems navigation, workforce development, and community-level strategies that reduce barriers to care and improve access to healthy food and resources.

About Community Resource Centers (CRCs):

CRCs are community-based hubs that connect neighbors to food assistance and additional supportive services such as resource navigation, health access, and financial stability supports.

Essential Duties and Responsibilities

The Social Work Program and Evaluation Manager will be comfortable learning new technology, as well as an eagerness to utilize Arkansas Foodbank software systems. They will possess strong interpersonal skills, a spirit of collaboration and teamwork, and a commitment to hunger relief.

  1. Lead the development and rollout of a clear, consistent program evaluation system across CRCs and programs

  2. Establish core evaluation components including outcomes, feedback mechanisms, and reporting processes

  3. Integrate evaluation practices into everyday workflows so they are practical and sustainable

  4. Develop and standardize tools (surveys, feedback methods, and tracking systems) that are trauma-informed, culturally responsive, and accessible to neighbors

  5. Identify gaps in understanding community needs and implement strategies to address those gaps

  6. Develop and conduct neighbor listening sessions to better understand community needs, barriers, and opportunities

  7. Design and implement surveys for neighbors and community partners to inform program development and evaluation

  8. Ensuring feedback from neighbors is consistently gathered, elevated, and used to improve services

  9. Help program teams stay grounded in the lived experiences of the communities they serve

  10. Develop and maintain relationships with external support service organizations (e.g., healthcare, workforce, financial stability, and social services)

  11. Expand access to supportive services at CRCs, pantries, school markets, and other program sites

  12. Build and maintain a clear referral system to connect neighbors to partner services

  13. Establish mechanisms to track referrals and demonstrate the impact of these connections on neighbors and communities

  14. Coordinate and support social work interns in partnership with universities

  15. Provide structured supervision focused on professional development, ethical practice, and community-based service delivery

  16. Train interns on neighbor engagement, documentation, and program evaluation practices

  17. Ensure confidentiality and ethical standards are maintained in all activities

  18. Partner with program and development staff to align evaluation approaches with grant requirements

  19. Contribute to program narratives by providing insights on community needs, neighbor experiences, and program impact

  20. Support funding sustainability by helping ensure programs are responsive and well-informed

  21. Train CRC staff and interns on evaluation tools, neighbor engagement practices, and referral systems

  22. Build staff confidence and consistency in gathering and using feedback

  23. Create simple systems that reduce burden while improving understanding of program effectiveness

  24. Ensure all engagement, evaluation, and supervision practices align with social work ethics

  25. Maintain confidentiality, informed consent practices, and respectful engagement with neighbors

  26. Promote dignity-centered, culturally responsive approaches across all interactions

Qualifications

Required:

  • Master of Social Work (MSW) from an accredited program and active Licensed Master Social Worker (LMSW) in good standing.
  • (3) years of experience in program evaluation, community engagement, or data informed program management.
  • (3) years of experience supervising or supporting interns, staff or trainees.
  • Strong communications, relationship-building, and organizational skills and minimum two (2) years of experience in community outreach, social services, public service, human services, non-profit management, or community development-related experience.
  • Proficient in Microsoft Offices.
  • Ability to travel up to 75% in state is required.
  • Valid Arkansas driver's license
  • Must successfully pass background check and preemployment drug screening.

Preferred:

  • Minimum two (2) years of experience in community-based setting, social services, public service, human services, non-profit management, or community development-related experience.
  • Experience building partnerships with external services providers.
  • Experience with grant-funded programs and reporting.
  • Proficient with feedback tools (surveys, listening sessions, and community engagement strategies)
