Job Summary:

A Solid Waste Supervisor oversees the solid waste collection and maintenance operations of an assigned borough, city-wide special services maintenance or the operation of a municipal landfill or transfer station. Work of this class, depending on work assignment, involves supervising a unit of one or more of the following class of workers: solid waste workers, laborers, drivers of commercial and non-commercial and related vehicles such as load packers, tractor trailers, heavy equipment or operators of mechanical sweepers.

Incumbents receive general supervision from a technical superior. Employees in this class work a conventional workweek that may include weekends, evening hours and callback for emergencies as required. Work is performed in the field where there may be exposure to inclement weather, poor driving conditions, dusty or muddy environs, animal and insect bites and hazardous waste. Work requires minimal physical exertion.

MINIMUM QUALIFICATION

On or before the date of filing the application, each candidate must:

EDUCATION: Have graduated from an accredited high school or possession of a GED certificate.

AND

EXPERIENCE: Have three years of experience with responsibilities such as evaluating performance, recommending the hiring, firing, disciplining and promoting of such staff, or performing lead work such as assigning, reviewing and approving the work of others.

AND

LICENSES, REGISTRATIONS AND CERTIFICATES: Have a valid Maryland Class C Noncommercial driver's license or an equivalent out-of-state driver's license acceptable to the Office of Risk Management is required.

NOTE: MUST PROVIDE A COPY OF YOUR DRIVERS' LICENSE AT TIME OF APPYING. LEARNERS' PERMITS ARE NOT ACCEPTED.

NOTES: Incumbents must have successfully completed a National Association State Boating Law Administrators (NASBLA) course in boat safety within one year of hire for some positions in this class.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES

  • Knowledge of safety practices and procedures.

  • Knowledge of collection routes and methods of collection.

  • Knowledge of the operation of landfills and transfer stations.

  • Knowledge of basic English grammar, spelling and punctuation.

  • Knowledge of the personal computer at a basic level.

  • The ability to understand and interpret ordinance, regulations and legislation regarding sanitation, public health, housing and building codes.

  • Supervisory ability.

  • Ability to motivate others and enforce rules and regulations.

  • Ability to compose reports and memos identifying findings, action taken and resolution.

  • Ability to read maps.

  • Ability to perform basic arithmetical calculations.

  • Ability to read and interpret simple engineering plans.

  • Ability to communicate effectively with the public and remain calm and professional in dealing with irate citizens.

  • Ability to respond quickly and effectively in a problem or crisis situation.

  • Ability to maintain records and write reports.

  • Ability to operate a personal computer at a basic level.

Background Check

NOTE: Those eligibles who are under final consideration for appointment will be required to authorize the release of criminal conviction information.

Probation

All candidates, including current City employees, selected for this position must complete a mandatory six-month probation.

Eligibility

Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.

Education Accreditation

Applicants' education must be obtained from an accredited institution. Education credentials obtained out of the US must be evaluated for US equivalency. Evaluation agencies information may be obtained at www.naces.org.

Selection Process

The training and experience of each candidate will be evaluated for appropriateness and quantity. It is essential, therefore, that you give complete and accurate information on your application. Examination Process

Applicants must provide sufficient information on their application to show that they meet the minimum qualifications for this recruitment. Successful applicants will be placed on the employment certified eligible list for at least six months.
