Job Description

Terms of Employment: 12-month

Exemption Status: Exempt

Salary Scale: EACC, A2_SP

Primary Purpose: Provide executive leadership for specialized instruction, related services, accessibility supports, instructional improvement, and district accountability initiatives to ensure students with disabilities receive high-quality, evidence-based instruction and equitable access to educational opportunities while improving district performance and instructional outcomes.

Education and Work Experience

  • Master's and/or advanced graduate degree and/or doctoral degree in Special Education.

  • Eligibility for or currently holds a Maryland certification in Special Education.

  • Minimum of 5 years of teaching experience.

  • Experience in providing Professional Learning to adults with proven instructional practices for students receiving special education services

  • Maryland Administrator I credential required

  • Preferred prior experience in supervising direct reports

  • Demonstrated ability to plan, organize, and supervise the work of others.

  • Demonstrated knowledge of best practices in Special Education instructional practices, compliance, IEP writing, and monitoring of IEP goals.

  • Understanding of effective schools' research and Special Education practice research, as well as demonstrated effort to implement the research findings into daily practices in schools.

  • Understanding of the continuum of special education programs and services.

Essential Job Functions

Instructional Leadership & Improvement

  • Lead the development, implementation, and continuous improvement of districtwide instructional practices for students with disabilities.
  • Establish annual instructional priorities aligned with the Department of Specialized Instruction & Early Intervention Strategic Plan.
  • Develop district guidance, instructional frameworks, and implementation expectations for Specially Designed Instruction (SDI), inclusive practices, intervention delivery, and progress monitoring.
  • Monitor instructional implementation through data analysis, classroom observations, instructional rounds, and collaboration with school leaders.
  • Lead district initiatives that improve academic outcomes for students with disabilities.

Related Services & Accessibility

  • Partner closely with the Coordinator of Related Services to coordinate districtwide delivery of related and accessibility support services.
  • Ensure consistent implementation of related service procedures across Occupational Therapy, Physical Therapy, Assistive Technology, Deaf and Hard of Hearing Services, Vision Services, Audiology, Adapted Physical Education, and Mealtime Supports.
  • Lead planning around staffing models, workload allocation, service delivery systems, and operational efficiencies.
  • Analyze service delivery trends and recommend improvements that increase access and effectiveness.

Compensatory Services

  • Lead district implementation of compensatory education services following IEP Team decisions, dispute resolution outcomes, corrective actions, mediation, or due process.
  • Develop standardized procedures for scheduling, documenting, monitoring, and completing compensatory services.
  • Monitor districtwide completion rates and ensure timely implementation.
  • Coordinate communication with schools, providers, and the Division of Dispute Resolution & Compliance to support case closure.

Instructional Accountability & School Improvement

  • Analyze instructional, behavioral, service delivery, and student outcome data to identify district trends and improvement priorities.
  • Develop district improvement strategies based on student performance, service implementation, and instructional fidelity.
  • Partner with principals to address instructional challenges and strengthen special education programming.
  • Develop and monitor district instructional dashboards that support continuous improvement.

MSDE Accountability & Grant Management

  • Lead the development, implementation, and monitoring of improvement plans related to Maryland State Department of Education (MSDE) Special Education Indicators.
  • Analyze state and local performance data and coordinate district strategies to improve accountability outcomes.
  • Coordinate development and implementation of federal, state, and local grant initiatives supporting specialized instruction and related services.
  • Collaborate on grant writing, implementation, budgeting, fiscal monitoring, and required reporting.
  • Ensure instructional initiatives align with state accountability expectations and available funding sources.

Professional Learning & Capacity Building

  • Develop districtwide professional learning plans for instructional staff, related service providers, instructional assistants, and school administrators.
  • Lead implementation of evidence-based instructional practices through coaching, technical assistance, and collaborative learning structures.
  • Develop instructional guidance documents, implementation tools, and district resources.
  • Promote collaboration among instructional specialists, behavior specialists, related service providers, and school leadership teams.

Organizational Leadership

  • Supervise Instructional Specialists and provide functional leadership for the Coordinator of Related Services and assigned instructional teams.
  • Support staffing recommendations, organizational planning, and resource allocation.
  • Lead cross-divisional initiatives that strengthen instructional quality and service delivery.
  • Represent the Department in district committees, state initiatives, and collaborative partnerships.
  • Perform other duties assigned by the Director of Specialized Instruction & Early Intervention.

Environmental Factors and Physical Requirements

The environmental factors and/or physical requirements of this position include the following: While performing the duties of this job, the employee is required to have ordinary ambulatory skills sufficient to visit other locations; and the ability to stand, walk, stoop, kneel, crouch, and manipulate (lift, carry, move) light to medium weights of 10-50 pounds. Requires good hand-eye coordination, arm, hand, and finger dexterity, including the ability to grasp, and visual acuity to use a keyboard. The employee is frequently required to sit, reach with hands and arms, talk, and hear.
