The Spectrum Management Site Lead serves as Spahr's primary onsite operational representative while managing spectrum and frequency requirements for MS CRTC. The position leads daily team activities, coordinates with Government stakeholders, supports disciplined task-order execution, and serves as the organizational point of contact for spectrum planning, frequency coordination, interference resolution, and equipment accountability.
This position is ideal for a mission-oriented leader who combines practical spectrum-management expertise with strong customer engagement, team coordination, financial awareness, risk management, and operational judgment.

Key Responsibilities

·     Serve as Spahr's designated Site Lead and primary operational liaison to the COR and onsite Government stakeholders.·     Manage daily activities of onsite personnel, coordinate coverage, monitor performance, and help ensure timely delivery of all required services.·     Ensure employees work within task-order scope and elevate requests requiring contractual direction or modification through Spahr management and the Contracting Officer.·     Resolve routine onsite issues, receive authorized technical direction, manage operational risks, and escalate unresolved challenges through the established hierarchy.·     Support kickoff and periodic progress meetings and help develop and maintain the Project Management Plan, communications plan, organization chart, and personnel directory.·     Support transition-in and transition-out activities, including workforce coordination and transfer of systems, documentation, access, and operational knowledge.·     Serve as the organizational point of contact for spectrum and frequency requirements; conduct planning and coordination and prepare frequency requests.·     Investigate and coordinate resolution of radio-frequency interference reports with Government and external stakeholders.·     Perform or oversee designated property and equipment custodian duties, including lifecycle accountability, inventories, receipts, transfers, and disposals.·     Monitor service performance, staffing, schedules, costs, risks, ticket trends, and operational metrics; provide accurate status inputs and recommend corrective actions.·     Promote integrated service delivery, quality control, continuity of operations, and continual improvement across the onsite team.·     Ensure compliance with clearance, access, cybersecurity, physical-security, information-protection, and facility requirements.

Required Qualifications

·     Active DoD Secret clearance at application.·     At least two years of relevant program or site leadership, spectrum management, communications operations, or closely related experience. A related bachelor's degree may substitute for experience; other qualifying education and practical-experience combinations may be considered.·     Practical experience coordinating personnel, customers, schedules, risks, performance, documentation, and operational issues in a technical-service environment.·     Knowledge of spectrum and frequency planning, coordination, frequency requests, and radio-frequency interference resolution.·     Ability to obtain and maintain privileged access and satisfy all DoD 8140 training, evaluation, certification, background investigation, and experience requirements before assuming duties.·     DCWF primary work role 411 at the Intermediate proficiency level.·     Successful completion of the Electromagnetic Spectrum Operations Course before assuming duties, as required by the PWS.·     Strong leadership, customer engagement, written communication, problem-solving, and organizational skills.

Desired Qualifications

·     Experience serving as a site lead or primary customer-facing representative on a DoD IT or communications program.·     Experience supporting Air Force or Air National Guard spectrum operations.·     Experience with ITIL-aligned service delivery and enterprise IT service management platforms such as ServiceNow.·     Experience with property or equipment accountability and Government reporting requirements.·     Project management or IT service management certification.
Compensation: $110,000.00 - $117,000.00 per year
