SUMMARY:

This position is responsible for directing various facets of material acquisitions, forecasting, inspections, inventory, payments, and distribution to support employees in the Divisions of Stations Environment, Service Delivery, Facilities (Station Maintenance), Maintenance of Way, and Operations Support. Management of Lost Property, storeroom and warehouse locations with deliveries to over 450 stations, field locations, and offices via 5 box trucks in a timely manner, while achieving an inventory drawdown through project management, planning, and forecasting. The administration function encompasses several areas and makes up approximately half of the division accounting for travel, high speed scanning for employee files, reproduction, mail room, fleet support, safety eyewear and shoes, badges, passes, equipment return, and various other administrative functions.

RESPONSIBILITIES:

  • Coordinate, implement and monitor operational policy and plans as it pertains to material forecasting and acquisitions. This includes working with Divisions of Stations Environment, Service Delivery, Facilities-Station Maintenance, and Operations Support, NYCT Procurement and MTA Procurement, while monitoring budgetary controls, coordinating purchases, distributing cleaning, maintenance, safety, and office supplies.

  • Supports Maintenance of Way requirement for personal protective equipment (PPE) by working with Supply Logistics, Procurement, and OSS to help ensure PPE availability; prepares and issues PPE to new employees for all trades. Supports Maintenance of Way, Service Delivery, and Operations Training requirements for respirators and cartridges. Coordinates the repair and replacement of air quality monitors. Directs the management of the Department of Subways Radio Room. Maintains physical stock and database of 8,000+ radios ($6M) and ensures accountability for all radios issued to Service Delivery, Station Environment, Facilities-Station Maintenance and MOW employees. Coordinates the distribution, repair, and replacement of all portable radios used to communicate train and personnel movements. Works with Operations Training to ensure new employees are assigned radios in a timely manner.

  • Oversee the operations of the Lost Property Office to ensure items found from Department of Buses and Subways are unloaded and categorized properly in accordance with operational guidelines. Uphold the guidelines for discarding items past the established retention period, categorize and manifest items to be auctioned by Asset Recovery. Communicate with internal stakeholders on all levels, including executive staff. Maintain frequent interaction with Lost Property personnel to measure goal achievement and determine areas of improvement.

  • Manage the stock availability and procurement activity via Talon, CMS, and MMS to track back orders and requisition stock. Monitors Call-in Purchase Order procurements and the release process, demand back orders which alert an immediate need. Oversee the preparation of emergency requisitions for the procurement of critical materials. Serves as a liaison for Stations, Service Delivery, and Operations Support with the NYCT Procurement and MTA Procurement, OMB, and OSS. Evaluates, monitors, tracks, and assigns the preparation of documentation for formal, informal Requisitions, One-Shot commodity items for special projects and/or annual/monthly forecast for regularly used items, stock catalog maintenance (G-10) (G-11) (G-13) which are used for stock items modifications. Ensures prompt vendor payment via Business Service Center.

  • Manage Fleet Support Unit, Mail Room, and Travel Unit with a consistent focus on meeting our operational customers' needs while ensuring compliance with all policies. Responsible for all administrative functions that include management and distribution of badges and passes, equipment returns, safety eyewear, shoes, reproduction unit, uniforms, and device support. Incumbent is responsible for managing the high-speed scanning machines, software, and staff to electronically file employee files.

EDUCATION AND EXPERIENCE:

Baccalaureate in Public Administration or an equivalent combination of education and experience may be considered in lieu of degree.

Ten (10) years' experience, of which seven (7) must have been in a managerial or supervisory capacity.

DESIRED SKILLS:

  • Strong knowledge of material acquisition, inventory management, and supply chain operations

  • Experience with forecasting, demand planning, and inventory control methodologies

  • Ability to manage vendor contracts, procurement activities, and supplier performance

  • Knowledge of budgeting, cost control, and financial tracking related to materials and services

  • Experience coordinating requisitions, approvals, and procurement workflows

  • Ability to analyze operational data and implement process improvements

  • Knowledge of safety and compliance requirements related to chemicals, equipment, and materials

  • Strong project management and organizational skills

  • Experience supporting maintenance or field operations in a large operational environment

  • Strong problem-solving skills with ability to prevent stock-outs and optimize inventory

  • Ability to improve customer service through operational efficiency initiatives

  • Strong communication and stakeholder management skills

  • Knowledge of administrative procedures, BSC processes, and maintenance operations preferred

  • Familiarity with large urban transit, facilities, or municipal operations preferred

  • Proficiency in Microsoft Office Suite, particularly Excel for tracking and forecasting

  • Ability to manage multiple priorities in a fast-paced operational environment
