Leidos QTC Health Services is seeking a Senior HR Lead to drive human capital strategy for high-impact new business pursuits across our portfolio of Federal medical disability examination, occupational health and clinical services programs. This senior leader partners closely with Capture, Business Development, Operations, Talent Acquisition, Pricing, and HR Centers of Excellence to design competitive, compliant, and future-ready workforce solutions that strengthen LQTC’s position and ensure seamless program start-ups.
This role also serves as a strategic HR partner to business operations, aligning HR strategy to organizational objectives, advising leaders on workforce planning and talent investments, and ensuring people strategies directly support LQTC’s growth and mission.
Primary Responsibilities:
New Business Pursuits & Proposal Leadership
- Lead HR strategy for priority pursuits and proposals across VA, DoD, DHA, SSA, and other Federal health customers.
- Translate RFP/RFI requirements into compliant staffing plans, labor category structures, total rewards strategies, and talent solutions.
- Develop high-quality proposal HR volumes including staffing, recruiting, total rewards, retention, training, and transition plans.
- Partner with LQTC HR CoEs for labor market analyses, wage determination evaluations, and compensation modeling to support competitive pricing.
Strategic HR Partnership & Business Integration
- In partnership with the HRBP team:
- Collaborate with business operations to deeply understand business needs, strategic objectives, and workforce challenges.
- Provide strategic HR guidance that links people strategies to LQTC’s broader business strategy and future-state operating model.
- Advise leaders on total rewards strategies, workforce planning, talent management priorities, succession and redeployment considerations, and key talent investments.
- Influence decisions regarding talent acquisition priorities, productivity improvements, retention strategies, total rewards strategies, and targeted development needs.
Transition & Program Start-Up
- Lead workforce components of transition-in planning, including communications, recruiting surge strategies, Day One readiness, and compliance preparation.
- Support post-award hiring, onboarding, credentialing, and workforce stand-up to ensure smooth and timely program launch.
Compliance, Risk Mitigation & HR Governance
- Ensure adherence to Federal and State contracting requirements including SCA, wage determinations, OFCCP, EEOC, Corporate Practice of Medicine (CPOM), credentialing, and relevant regulatory standards.
- Identify and mitigate workforce, compliance, and transition risks that may affect program performance or bid competitiveness.
- Recommend new solutions, processes, or standards in support of HR strategy and operational effectiveness.
Cross-Functional Leadership & Executive Communication
- Provide thought leadership to cross-functional teams and contribute measurable input to workforce-related solutions, frameworks, and standards.
- Communicate with senior leaders and executives—internally and potentially customer-facing—on matters of significant operational and strategic importance.
- Influence adoption of new workforce concepts, practices, and approaches that support LQTC’s growth and performance objectives.
Required Qualifications:
- Bachelor’s degree in Human Resources, Business Administration, or a related field from an accredited college or university, or equivalent experience/combined education.
- 10+ years of progressive HR experience in Federal government contracting.
- Proven success leading HR contributions to large-scale pursuits, bids, or capture efforts.
- Strong understanding of SCA, wage determinations, labor categories, and Federal and State compliance.
- Exceptional written communication skills for proposal and executive-level deliverables.
- Ability to influence leaders, drive consensus, and deliver results in a fast-paced environment.
- If applicable, must be able to pass a federal background check and/or obtain and maintain additional clearances as specified by the contract (e.g., NACI, PIV, SMS, TMS).
Preferred Qualifications:
- Experience supporting clinical provider or healthcare operations, credentialing processes, or medical evaluation programs.
- Experience supporting VA medical disability examination programs or similar large Federal health services contracts.
- Experience with high-volume clinical or operational staffing models.

This role may fall under the Service Contract Act (SCA), a federal law which provides for a U.S. Department of Labor-prescribed minimum prevailing rate of pay and certain benefit levels.
