Job Description

Community Care Network is looking for an Education Supervisor to join our team!

Community Care Network is comprised of Rutland Mental Health Services and Rutland Community Programs. Our mission is to enhance the well-being of our communities, individuals and families through a responsive, innovative and collaborative human service

About the Role:

The Education Supervisor is responsible for the supervision, oversight, and day-to-day operation of assigned Head Start and Early Head Start classrooms. The position provides direct supervision to teaching staff, ensures compliance with Head Start Performance Standards, Vermont Child Care Licensing Regulations, and agency policies, and supports the implementation of high-quality educational services. The Education Supervisor serves as a member of the program leadership team and may serve as the designated Program Site Director, as assigned.

Primary Responsibilities:

Personnel Supervision and Program Operations

  • Provide direct supervision to assigned teaching staff.
  • Conduct onboarding, orientation, supervision meetings, and annual performance evaluations.
  • Support performance management, corrective action, and staff accountability processes.
  • Monitor staffing patterns, classroom ratios, attendance, and schedules.
  • Assist with recruitment, interviewing, hiring, and retention of classroom staff.
  • Collaborate with Human Resources and program leadership regarding personnel matters.
  • Support effective communication and collaboration among classrooms and program leadership.
  • Participate in leadership meetings and program planning activities.

Licensing, Compliance, and Quality Assurance

  • Ensure compliance with Head Start Performance Standards, Vermont Child Care Licensing Regulations, CACFP requirements, and agency policies.
  • Serve as Program Site Director when assigned.
  • Conduct classroom monitoring visits and site reviews.
  • Monitor health and safety practices, classroom environments, and required documentation.
  • Participate in internal monitoring, self-assessment, and federal or state reviews.
  • Ensure corrective actions are implemented and monitored.
  • Maintain licensing and compliance documentation.

Educational Program Support

  • Support implementation of curriculum, assessment systems, and school readiness goals.
  • Collaborate with Education, Disability Services, Mental Health, Family Services, and Health staff to ensure comprehensive services.
  • Review classroom and child outcome data to support continuous quality improvement.
  • Assist with onboarding and training of new staff.
  • Support implementation of inclusive practices and positive behavior support systems.

Administrative Responsibilities

  • Maintain required reports, records, and documentation.
  • Participate in required professional development and training activities.
  • Complete other duties as assigned.

Qualifications:

  • Associate's degree in Early Childhood Education, Child Development, Elementary Education, Human Development, or a related field required, Bachelor's degree preferred.
  • Minimum of three (3) years of experience in an early childhood program.
  • Minimum of one (1) year of supervisory or leadership experience.
  • Experience with Head Start and Early Head Start programs preferred.
  • Experience serving as a Supervisor, Coordinator, or Program Leader preferred.
  • Demonstrated knowledge of Vermont Child Care Licensing Regulations and Head Start Performance Standards.
  • CPR and First Aid Certification, or ability to obtain upon hire.
  • Leadership and staff development skills, including the ability to supervise, coach, support, and evaluate employee performance.
  • Strong understanding of child development principles and developmentally appropriate early childhood practices.
  • Ability to interpret and apply federal, state, and agency regulations, policies, and procedures.
  • Ability to implement and monitor curriculum, child assessment systems, and school readiness practices.
  • Analytical and problem-solving skills, including the ability to evaluate program data and implement continuous quality improvement strategies.
  • Strong verbal and written communication skills, with the ability to effectively communicate with children, families, staff, community partners, and regulatory agencies.
  • Ability to establish and maintain positive, collaborative, and professional working relationships.
  • Strong organizational and time management skills, including the ability to maintain accurate records, documentation, and reports.
  • Ability to prioritize multiple responsibilities and adapt to changing program needs.
  • Commitment to maintaining a safe, healthy, and supportive environment for children and families.
  • Proficiency with computer systems and software applications used for communication, documentation, data collection, and reporting.
  • Ability to exercise sound judgment, maintain confidentiality, and demonstrate professionalism in all interactions.
  • Must have a valid driver's license, reliable transportation with personal automobile liability insurance coverage at or above the levels mandated by the State of Vermont.
  • *Successful completion of a criminal history background check after hire.

Program Site Director Eligibility:

The employee must meet, or be able to obtain, all qualifications necessary to serve as a Program Site Director under Vermont Child Care Licensing Regulations within six (6) months of employment. When assigned, the employee will serve as the designated Program Site Director for one program location and assume responsibility for compliance with applicable licensing requirements.
